The Bureau of Reclamation's Grand Coulee Project, Grand Coulee, WA, has a requirement for managing and maintaining the Washington Flats Wildlife Management Area (WFWMA) downstream from Grand Coulee Dam. The WFWMA is a mitigation area designed to provide wildlife habitat and public use opportunities. It's approximately 574 acres in size. The services are to be performed between April 1 and October 15, 2000. The contract will be awarded for the base year period with 4 1-year option periods. The work consists of the operation and maintenance of pumps and irrigation systems, the planting of crops and native grasses, fertilizing existing and newly planted vegetation, designing and planting additional vegetation groups, controlling noxious weeds, and the maintenance of Government-furnished equipment, fencing, and roads. We anticipate issuing a Request for Proposals (RFP) in mid-February, but all dates in this synopsis are subject to change. The RFP may be issued on a CD-ROM or via paper hard copy. A list of parties who've requested the RFP will be available after the RFP has been issued. Offers will be evaluated on their amount of successful past performance of similar requirements, the experience and capabilities of their proposed key personnel, the quality of their proposed work plan, and any innovative wildlife area management concepts they've proposed. The RFP, when issued, will include a contact point for offerors to contact before visiting the site.
