clarifications and corrections to combined synopsis/solicitation
TIRNO-00-Q-01110, submission number 413076, transmitted to the Commerce
Business Daily (CBD) on January 4, 2000. The original notice stated
that the IRS seeks contractor assistance in conducting Mid-Level
Leadership Training courses during the period from April 1, 2000 to
September 30, 2000. This schedule was misleading and is modified as
follows: Contract award is scheduled on or about February 15, 2000,
with actual conduct of classes during the period from May through
September, 2000. The original notice also called for a maximum of 8
courses during the contract period. This was incorrect. The maximum
number of courses anticipated is 5. Technical evaluation will be based
on capabilities as evidenced by the proposal submitted in response to
the Statement of Work. We would expect that the proposal would
concentrate on how the offeror intends to meet the technical
requirements spelled out in the original CBD notice, including course
design or ways in which existing courses would be modified to meet the
stated need. The intent is not to preclude those offerors who would be
designing courses from scratch, but we are particularly encouraging the
modification of existing contractor courses as the probable most
effective and economical means of meeting the need. Review of
performance milestones in the original notice disclosed potential
incongruities, so the milestone schedule is restated as follows: IRS
provides 360 degree assessment forms to contractor 10 days after award;
contractor presents draft course materials for review within 45 days
after award; IRS reviews materials and provides written comments within
10 days after submission; contractor returns materials with recommended
changes made within 5 days after receipt of IRS comments; instructor
team planning sessions and executive briefings to take place from two
to four weeks prior to each course; 25 copies of student course
materials including binders will be provided to the IRS MPL two weeks
prior to the starting date of each class; within 10 days after
completion of each class the instructor will collect student evaluation
data, analyze results, and make written recommendations for necessary
revisions. Any dates not mentioned above remain unchanged from the
original milestones. As a result of this modification, the proposal due
date is extended to Friday, January 28, 2000 at 4:00 p.m. All other
terms and conditions remain unchanged. FAR 52.212-3 must be completed
