The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate a sole source contract with FlightSafety International utilizing alpha negotiations. This proposed contract would be pursued in accordance with FAR Part 12, Acquisition of Commercial Items. Its purpose is to support the Navy's Command Aircraft Crew Training (CACT) Program for academic and simulator training on the C-26B aircraft (a Fairchild Metro 23 aircraft as configured for the U.S. Navy). FlightSafety International is the only source which has a training center FAA certified under Department of Transportation Federal Aviation Regulations (DOTFAR) Part 142 for the Fairchild Metro 23/SA227DC in addition to a simulator certified to Level C or higher for the Fairchild Metro 23/C-26B under Federal Aviation Administration Advisory Circular 120-40. All other responses to the Sources Sought synopsis did not meet the minimum technical requirements. This synopsis is to provide notice of our intent to award this effort on a sole source basis to FlightSafety International; therefore, no solicitation will result from this announcement.
