a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. (ii) The solicitation number
for this request is PR-DC-00-00930. This solicitation is issued as a
request for quotation (RFQ). (iii) The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-15. (iv) This procurement is set aside for
small business in accordance with 19.502-2 (a), the associated standard
industrial classification code is 7372 prepackaged software and the
small business size standard is $18.0 million. (v) The Environmental
Protection Agency (EPA) has a requirement for ISIS (Integrated Science
Information System) software license renewal (License Number ID162828)
for an additional year. This RFQ has the following line items: (1)
Metabolite-AIX and Metabolite Registrar-AIX for unlimited users --
License period: March 31, 2000 through March 30, 2001 (2) ISIS
TM/Host-AIX, ISIS/Developer for M/W (1 Seat), and ISIS/Chemistry for
M/W (49 custom seats) -- License period : May 1, 2000 through April 30,
2001 (vi) The ISIS software is the current industry standard for data
management of chemical structures as well as structure design on a PC
desktop platform. Office for Prevention, Pesticides and Toxic
Substances (OPPT) has a considerable amount of time and effort invested
in converting existing records for 80,000 to 90,000 chemicals from
Chembase to ISIS, thereby allowing both OPPT and Office of Pesticide
Programs (OPP) to engage in significant data sharing. (vii) Required
delivery date for the software license renewal is March 30, 2000. Place
of delivery, and acceptance at FOB point is 1200 Pennsylvania Ave NW,
Mail Code 7509C, Washington, DC 20460. (viii) The provision at 52.212-1
Instructions to Offerors-Commercial Items, applies to this acquisition.
(ix)The use of provision 52.212-2, Evaluation-Commercial Items is not
appropriate for this solicitation. Offers will be evaluated and award
made to the responsible firm that satisfies the requirement at the
lowest price. This solicitation is for additional sources. If no other
sources are located, then EPA intends to issue a purchase order to MDL
Information Systems, Inc. 14600 Catalina Street, San Leandro, CA 94577.
(x) Offerors must include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items,
with their offer. (xi)The clause at 52.212-4 Contract Terms and
Conditions-Commercial Items, applies to this acquisition. (xii) The
