9343) is soliciting manufacturers of transient voltage surge
suppression (TVSS) devices, for a TVSS device to be used on U.S. Naval
Platforms. The subject TVSS shall meet the requirements of,
references: (1) ASTM-F-1507-94 Standard Specification for Surge
Suppressors for Shipboard Use (2) UL 1449 second edition (below 600
Volts) (3) MIL-STD-1399 Section 300 (4) ANSI/IEEE C62.41 (Recommended
Practice on Surge Voltage in Low-Voltage AC Power Circuits) (5)
ANSI/IEEE C62.45 (Guide on Surge Testing for Equipment Connected
Connected Low-Voltage ac Power Circuits) (6) ANSI/IEEE C84.1
(Electrical Power Systems and Equipment-Voltage Ratings) (7)
MIL-STD-461D (Requirements for the Control of Electromagnetic
Interference Emissions and Susceptibility) (8) MIL-STD-462D
(Measurement of Electromagnetic Interference Characteristics) (9)
MIL-S-901D (lightweight shock testing) (10) MIL-STD-167/1 (vibration
testing) (11) NFPA-70 (National Electric Code, 1996) All TVSS devices
must be Commercial Off The Shelf(COTS) products, designed and
manufactured using parallel configured, threshold suppression
networking and incorporate electrochemical heat sink encapsulation. The
TVSS devices must be COTS products, readily availabel and require no
engineering redesign to meet the requirements. The TVSS must be
maintenance free and come with a 20 year warranty. The TVSS shall:
*prevent voltage spikes, as discussed in references (1)-(6), from
damaging equipment and reduce downtime due to transient activity
*reduce the overall costs of of associated in-line equipment and
increase operational efficiency of protected equipment *pose no safety
risk to personnel *provide all types of mode protection (line to line,
line to neutral, line to ground, neutral to ground) *have a response
time of less than one nanosecond *display unit operational status using
light emitting diodes and/or indicator lights *be capable of input
voltages +/- 25% of design capacity with peak surges to 200,000 total
amps for three phase applications and 120,000 total amps for single
phase applications *the TVSS shall include sealed solid state circuitry
*The TVSS shall include a flanged mounting pattern to allow for
mounting to welded studs on a wall or bulkhead *the TVSS shall be
delivered inclusive of all shock mounts or other hardware and equipment
necessary to ensure that, when installed, will comply with the shock
and vibration requirements set forth in MIL-S-901 and MIL-STD-167-1
*the TVSS shall be capable of handling input power freauencies between
50-420HZ *the TVSS shall meet the requirements of NEMA 4(weatherproof
enclosure) *the TVSS connection method shall use internal wire
clamping box terminals *the TVSS shall be available in three phase and
single phase delta wiring configurations as wel as three phase wye
configured wiring arrangements *ASTM-F-1507 performance requirements
(sect7.1) shall be met, in addition to the following requirements:
-minimum life shall be 5000 operations -minimum energy
dissipationcapability shall be: 1800 Joules/phase for 3 phase 120VAC
applications; 4800 Joules/phase for 3 phase 480Vac applications; 1080
Joules/phase for single phase applications; number of applied voltage
impulses and current impulses shall be 2500 each. Surges shall be
supplied at 12-second intervals. This announcement is issued to
consider all potential sources and does not obligate the Government to
award a contract. Descriptive literature, such as specifications,
