Department of State intends to conduct competition between qualified
companies for the purpose of awarding a contract for the development of
a definitive unclassified public document, hereinafter referred to as
a compendium, listing and providing detailed information on
International Terrorism and Terrorist Organizations, including State
sponsors of terrorism. The required compendium will identify and
describe the characteristics and current trends of global terrorism.
This will be a fixed price contract and may contain up to four options
for the compendium in electronic media and translations such as but
not limited to French, Arabic and Russian. The successful contractor
must have or be able to demonstrate his ability to have knowledgeable
and experienced staff with at least one member with a TSSI "keyword"
level security clearance. Proposing Firms must also have an approved
facility clearance of top secret. All of these requirements must be met
prior to contract award. The SIC code is 9999, sizestandard $5.0
million. A pre proposal conference may be held and respondents to this
sources sought will be notified of the location and time. Costs for
attendance at this conference will be borne by the respondent.
Anticipated solicitation release date is February, 2000. Telephone
requests for the solicitation will not be honored, however fax requests

later ten days prior to the required response date for the

include as a minimum, experience on similar projects of this magnitude,
ability to provide personnel required, business size and
classification, current corporate and personnel clearances, if any and
if 8 (a), projected date of graduation from the 8(a) program. This
market research information will be used to determine the Department's
course of action. Response to this synopsis will not entitle firms to
submit a proposal in response to a formal solicitation or request for
quotations. Respondents to this sources sought must notify the
Department of State of their intent to participate not later than 30
