Y -- MULTI-AWARD CONTRACT-SPILL RESPONSE FACILITY, NAVAL AIR STATION, FORT WORTH, TX SOL N62467-99-R-1020 DUE 031500 POC Contract Specialist: Barbara J. Green, Code 0211BG. Contracting Officer: L. R. Fisk, Code 0211. This Solicitation is being advertised on an "UNRESTRICTED" Basis inviting full and open competition. This procurement is for one solicitation resulting in the award of one Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contract to the one offeror submitting a proposal considered in the best interest of the Government using the Best Value continuum process and tradeoff process in a negotiated acquisition. This is a replacement contractor on an existing Multiple Award Contract that currently has two contractors performing. The period of this contract is from date of award through 29 June 2001, which will coincide with the contract completion date of the on-going multiple award contract. After the award of the initial seed project, the contractor will compete for Task Orders based on either best value or low price technically acceptable to the government through Government/Contractor team cooperative scoping of the work. The work on these Task Orders is for Alterations, Renovations, Repairs, Demolition and Minor Construction for Naval Facilities Engineering Command (NFEC) Field Office, Ft. Worth, TX, Naval Facilities Engineer Command, Southern Division Field Office Area of Responsibility including, but not limited to, Naval Air Station, Joint Reserve Base, Ft. Worth, TX; Naval Air Station, Dallas, TX; all Navy owned properties (mostly Reserve Centers) bounded by Austin, TX; El Paso, TX, Amarillo, TX, Tyler, TX and all points in between, and all of Oklahoma. The total estimated value of the seed project is $250,000.00. Proposals will be evaluated using source selection procedures that will result in an award of one firm-fixed price contract to the responsible proposer whose proposal, conforming to the solicitation, is the "Best Value" to the Government, price and technical factors considered. Proposals will be evaluated on: FACTOR A Past Performance; FACTOR B Small Business Subcontracting Effort, applies to small and large business, FACTOR C -- Technical Qualifications, and Factor D Management Approach, and Price Proposal for the seed project. The work for the seed project will consist of a garage type storage building used to store vehicles and other equipment related to the containment and cleanup of chemical and hazardous material spills. The facility will consist of a single one-story building with a floor space of 3157 square feet (293 square meters). The building will utilize non-load bearing split face masonry units and a pre-engineered building structure with metal roof and wall panels. The foundation will be slab-on-fill with thickened slab around the building perimeter and at each building column. The building will be heated and ventilated only -- no air conditioning will be provided. Fire detection and alarm systems will be provided, but the building will not be sprinklered. This work is located at Naval Air Station, Ft. Worth, Texas. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVUALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS OR DOCUMENTATION. The Request for Proposals will be issued on or about 14 February 2000. Proposals will be due on or about 15 March 2000. The exact date will be stipulated in the RFP. The Government intends to issue the solicitation through the use of the Internet The entire solicitation, including the plans and specs, will be posted on the Internet for viewing and downloading, although the download time may be excessive. Prospective Offerors must register themselves on the Internet at http://www.esol.navfac.navy.mil. The official plan holders list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
