Gentry, Phone (301) 757-5897 The Naval Air Systems Command (NAVAIR) is
conducting a full and open competition for a Supersonic Sea Skimming
Target (SSST) CONTINGENT UPON AVAILABILITY OF FUNDING. This is a
resolicitation of the SSST effort originally synopsized in the CBD on
or about 10 March 1998. The United States Navy has a requirement for a
cost-effective aerial target system to provide high-fidelity
replication of the Supersonic Sea Skimming Anti-Ship Cruise Missile
(ASCM) threats. The SSST will support fleet training and the research,
development, and test and evaluation of ship defense weapons systems.
The Navy anticipates the award of a Cost Plus Incentive Fee (CPIF)
contract for Engineering and Manufacturing Development (EMD) with two
contract options. Each option will be for full rate production of 20 to
40 targets. The SSST may be air or surface launched, must be threat
representative in size, and must comply with the following selected
performance parameter thresholds: Range -- 45 nautical miles (cruise
phase 35 nautical miles and terminal phase 10 nautical miles); Speed --
2.0 mach; Altitude -- 66 feet (cruise) and 15 feet (terminal);
Maneuvers -- 10g (azimuth) and 5g (elevation); End-point accuracy --
+/- 100 feet. Complete detailed performance parameters will be included
in the performance specification that will be a part of the
solicitation/RFP. NAVAIR will only release the solicitation/RFP,
including any subsequent amendments, over the Internet. NAVAIR will
post the solicitation/RFP on the NAVAIR Homepage. The RFP will not be
posted on any other WEB site. The NAVAIR Homepage is located at
http://www.navair.navy.mil/ and can be accessed using Netscape
Navigator or Internet Explorer. To access the SSST RFP, select
"Business", then "Doing Business With Us", and then "Open
Solicitations" under the heading entitled "Doing Business with the
Naval Air Systems Command". The SSST RFP will be listed under
N00019-00-R-0255. NAVAIR intends to post a draft SSST RFP on the NAVAIR
WEB Site under the solicitation number shown above on or about 1
February 2000. Potential offerors are asked to submit comments on this
draft solicitation to Mr. Dan Gentry by 7 February 2000 at
gentrywd@navair.navy.mil who will forward these comments to the
appropriate personnel in PMA-208. The formal RFP will be posted on the
NAVAIR WEB Site on or about 15 February 2000. The proposal will be
submitted in phases beginning on 16 March 2000 and concluding on 18
April 2000. The proposal submittal schedule can be found in the RFP.
NAVAIR anticipates making award of the SSST contract on or about 30
June 2000. NAVAIR's compliance with the schedule called out above is
CONTINGENT UPON AVAILABILITY OF FUNDING for the SSST effort. See Note
