P/N: 406-012-108-105, Pitch Horn Assembly, quantity 85 each, applicable
to the OH-58D Airframe Unit. FOB Origin with a qty. 1 ea. to Red River
Army Depot, Texarkana TX 75507-5000. It is anticipated that the award
will be made via a delivery order to an existing Basic Ordering
Agreement. A Request for Quotation will be issued to Bell Helicopter
Textron Inc. This part is a Flight Safety Part and requires serial
numbers. This part is acquired for the second or subsequent time,
directly from the actual manufacturer. The rights to use the data
needed to purchase this part from additional sources are not owned by
the Government and cannot be purchased, developed, or otherwise
obtained. It is uneconomical to reverse engineer this part. This code
is used in situations where the Government has the data but does not
own the rights to the data. An alternate source must qualify in
accordance with the design control activity's procedures, as approved
by the cognizant Government engineering activity. The qualification
procedures must be approved by the Government engineering activity have
jurisdiction over the part in the intended application. The source for
this part is Bell Helicopter Textron Inc. (BHTI). Authority and
Justification is 10 U.S.C. 2304 (c)(1). This proposed contractual
action is for supplies which cannot be procured through full and open
competition because the authority cited states only a limited number of
responsible sources and no other supplies or services will satisfy the
Agency requirement, FAR 6.302-1. To obtain this solicitation package,

number. No telephone request will be accepted. Firms that recognize and
can produce the required item described above are encouraged to
identify themselves to the Contracting Officer, and provide supporting
evidence which will permit their participation in the current or
future solicitations. Firms are encouraged to seek source approval in
order to complete for future solicitations by accessing the website
www.redstone, army.mil./cmo/ and looking under CSL or SAR information.
This requirement is currently funded. Award will be withheld pending
receipt of sufficient funds. All responsible sources are encouraged to
submit a proposal which shall be considered by the Agency. See note
