NASA/JSC plans to issue a Request for Quotation (RFQ) for 58 quick
disconnects, each consisting of a 3/8" TS nipple assembly (P/N
5106-06A-V12) and a 3/8" TS Indi-Lok coupler assembly (P/N
15406-06A-V12M). Each part of the quick disconnect unit will be cleaned
to level 50A per MIL-STD-1246. These quick disconnects will be used in
the X-38 V-201 Life Support System. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC
intends to purchase these items from Parker Stratoflex in Newbury Park,
CA. The X-38 project has already purchased a sizeable number of the
above-described quick disconnects which have been used during all
design and test activities, passing qualification testing for the X-38
environments. If another quick disconnect design were to be
used,substantial assembly redesign and retesting would be required. It
is therefore, in the best interest of the Government to purchase the
additional required quick disconnects from the same manufacturer,
Parker Stratoflex. A Justification for Other than Full and Open
Competition stating a unique source (FAR 6.302-1) is being prepared.

this procurement, Chuck Dingell, (281) 483-1286. The Government intends
to acquire a commercial item using FAR Part 12. Interested firms may
submit their capabilities and qualifications to perform the effort in
writing to the identified point of contact not later than 4:30 p.nm.
local time on February 4, 2000. Such qualifications/capabilities will
be used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. A determination by the
Government to not compete this proposed effort on a full and open
competitive basis, based upon responses to this notice is solely within
the discretion of the Government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
