Notification of Contract Action (NOCA). This CBD announcement
constitutes a Notice of Contract Action (NOCA) of a proposed purchase
of parts and services for the Theater Deployable Communications,
Integrated Communications Access Packages (TDC/ICAP) Program to be
accomplished under FAR Part 12, "Acquisition of Commercial Items".
Theater Deployable Communications (TDC) is a state-of-the-art ground
communications infrastructure designed to replace existing older
communication systems. The TDC system can transmit and receive voice,
data, and video communications securely to and from wireless,
satellite, or hard-wired sources. The ICAP, which provides switched
voice, data, video, and message traffic user services, is one of the
major components of the TDC program. TDC/ICAP is a system designed to
provide a local and metropolitan area switched communications fabric
for internet protocol, voice, and video data for a deployable,
ground-based tactical communications infrastructure. The ICAP system is
comprisedof commercial off-the-shelf (COTS) circuit switches, hubs,
routers, multiplexers, and encryption devices. ICAP is composed of
modules (nodes) and components (or devices) and cable sets which
perform a specific communications function (e.g. microwave
transmission, etc.). Each node consists of a set of rack-mounted
equipment housed in standard-sized "ruggedized" transit cases (11U or
13U). These transit cases are easily transportable and can be mixed and
matched to support any deployment. The ICAP configuration currently
being fielded uses the Network Equipment Technologies (N.E.T.) Federal,
Inc., Integrated Digital Network Exchange (IDNX) as its transmission
multiplexing medium. This multiplexer is used to consolidate all voice,
data, and messaging into one transmission link to be transmitted over
a satellite. With advances in technology, N.E.T. has migrated to a new
generation of multiplex equipment called the Promina. Operational and
supportability requirements require that the Air Force upgrade its
existing N.E.T. equipment to the new Promina configuration. Currently,
there are 19 IDNX Multiplexer Memory Modules, 29 IDNX Multiplexer
Modules and 22 existing Promina nodes fielded at 31 locations,
worldwide. Twenty-one (21) of these locations are within the
Continental United States, 2 in Alaska, 3 in Hawaii, 3 in Europe, and
2 in Japan. The following is a description of the parts and services
Electronic Systems Center (ESC) seeks to procure to accomplish the
upgrade. The items and quantities are to be acquired and priced under
one order (part numbers are N.E.T. Federal, Inc. designations): To
accomplish this upgrade, five major tasks are required. The first task
will be to upgrade and certify the existing IDNX multiplex nodes
(Multiplexer Module) to the new generation of Promina series nodes by
removing the existing redundant Common Logic Boards (CLB-2X) and
replacing them with the redundant Promina Logic Modules (PLM) (Part
Number PER400URB) using the latest software revision (currently
R2.X3.03) and containinga Promina 400 Simple Network Management
Protocol (SNMP) Agent License. Also required during this step, will be
to replace the existing Trunk-3 (TRK-3) cards (two each) in the
Multiplexer Module nodes with the latest board revision (currently Rev
M, Part Number 2503A). Also, add one Quad Asynchronous Data (QASD)
card with a Quad Electronic Industries Alliance (EIA)-530 Data
Communications Equipment (DCE) Interface (I/F), (Rev OB, Part Number
5019B), and add one Universal Synchronous Data (USD) card with a
Conditioned Diphase (CDP) interface (Part Number 5041B). Field
engineers, carrying replacement cards with them, will visit each site
and upgrade the designated number of nodes at the site. Twenty-nine
(29) of these nodes exist at the following locations, listed by

latest revision of software by replacing redundant PLM cards with the
new PLMs containing the newest software revision (currently Rev.
R2.X3.03) and containing a Promina 400 SNMP Agent License. Also
required during this step, will be to replace the existing QASD and
TRK-3 cards in the Multiplexer Module nodes with the latest board
revision -- currently QASD (Rev OB, Part number 9067A)and TRK-3 (Rev M,
Part Number 2503A). Field engineers will visit each site, carrying
replacement cards with them, and upgrade the number of nodes at the
site. Twenty-two (22) of these nodes exist at the following locations,

to upgrade and certify nineteen (19) IDNX Multiplexer Memory nodes to
the new Promina configuration at a central location in Bedford, MA. The
following steps are required: 1)Remove CLB cards and replace with the
PLMs containing the newest software revision (currently Rev. R2.X3.03),
2 per node (part number PER400URB) and containing a Promina 400 SNMP
Agent License, 2)Upgrade the QASD card (currently Rev OB), 1 per node
(Part number 5019B), 3)Upgrade the TRK-3 card currently Rev M, 1 per
node (Part number 2503A), 4)Procure latest revision of each of the
following cards and install one (1) in each node: Primary Rate Card
(PRC) with a Digital Signal 1 (DS1) I/F (Part number 3030B),Voice
Compression (VC62) card, (Part number 4040B), 32-channel Primary Voice
Echo Cancellation (PVEC) card, (Part number 4210A), USD, Dual CDP I/F
(Part number 5041B),and 5) Procure an additional nine
Symmetric/Asymmetric Trunk (SA TRK) cards for installation in nodes
located in Bedford, MA. The contractor shall be responsible for
ensuring required cards are at the Bedford, MA site and installing all
cards. Task four is to replace and certify the QASD and TRK-3 cards in
the configuration kits of each unit listed in step one and two above
with the latest revision of each card (currently QASD, Rev OB, Part
number 9067A; TRK-3, Rev M, Part number 2503A). There are a total of 18
QASD cards and 26 TRK-3 cards between the various units listed above.
These are to be replaced either during the upgrade activities in steps
one and two above, or by sending the appropriate cards to each
location. The fifth task is to provide extended maintenance support for
all ICAP fielded N.E.T. associated hardware and software. To accomplish
this step a hardware and software support contract for all existing
ICAP N.E.T. equipment shall be established. The support contract shall
provide for one-year maintenance support and four (4) one (1)-year
options. Maintenance support should be priced in tiers by number of
fielded nodes, e.g., 50-70, 71-90, 91-110, 111-130. The maintenance
support contract shall: 1) Provide daily help-desk support, 24-hour per
day, seven days per week, including National holidays, through the
current Air Force omnibus support contract for ICAP at Robins AFB, GA,
2) Provide upgrades of all cards to latest hardware/software revision
when available from N.E.T., 3) Provide repair/replacement of all
defective boards. All parts initially provided, or provided during the
upgrade or maintenance process, must possess a valid manufacturer's
warranty, 4) Provide technical support to the ICAP Schoolhouse at
Keesler AFB, MS to consist of refresher training and training on
revisions and upgrades to N.E.T. equipment, as required. This training
may consist of no more than 1-2 people not to exceed 2-3 days once
every 6 months (to coincide with N.E.T. major software revisions),
on-site at Keesler AFB, MS. ESC proposes to award an order during
February 2000, to N.E.T. Federal, Inc. to acquire these parts and
services required in support of the previously competitively awarded
TDC/ICAP contract. Delivery will be to locations described above.
Completion of tasks 1 through 4 above is required no later than 28 Apr
00. The proposed contract action is for parts and services for which
the Government intends to solicit and negotiate with one source under
authority of FAR 6.302-1, "Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements". Other
interested firms should submit a statement of qualifications that must
provide sufficient documentation to demonstrate that they can provide
all required equipment and services, as detailed in this announcement,
within the specified schedule. This should include evidence that they
are licensed or otherwise authorized to provide, maintain, and certify
N.E.T. equipment. Supporting documentation may include, but is not
limited to, company qualifications, equipment specification sheets, and
a sample service agreement. Submit supporting documentation to

later than close of business on 11 Feb 00. Responses must include the
company name; address; DUNS number, CAGE code, Tax Identification
Number, size of business (i.e., large business, small business, small
disadvantaged business, 8 (a) concern, or women-owned business, very
small business, or HUBZone small business); whether U.S. or foreign
owned entity, and a point of contact in their response. The Government
anticipates award of an order to N.E.T. on or about 18 Feb 00. This
notice does not constitute a Request for Proposal, it does not restrict
the Government as to the ultimate acquisition approach, nor should it
be construed as a commitment by the Government. An Acquisition
Ombudsman, Colonel Steven H. Sheldon, Director, Commander's Staff, has
been appointed to hear concerns from offerors or potential offerors
during proposal development. You should only contact the Ombudsman with
