intends to award on a sole source basis a contract to Spaceborne, 742
Foothill Blvd., Suite 2B, La Canada, CA 91011, per justification
pursuant to FAR 13.106, Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements. We require a
Digital Correlation Spectrometer capable of operation with extremely
high clock rates, broad signal bandwidth, and high frequency
resolution. No other source is known for a Digital Correlation
Spectrometer that meets all of the following requirements: a) clock
input operating at up to 800 MHz; b) internal 800 MHz clock source; c)
switch to enable either internal or external clock source; d) up to
400 MHz analog bandwidth; e) analog input power ranges from 20 dBm to
0 dBm with computer controlled threshold control; f) built-in self test
with three submultiples (divide by 2, 4, and 8) of the clock frequency;
g) 4096 frequency channels; h) 2-bit 4-level encoding of data; i)
single integration timer programmable from 150 msec to 20 sec; j)
packaging in a VXI, C-size enclosure; l) ambient operating temperature
range from 15 to 35 degrees C; m) computer interface via a fast EPP
parallel port of a PC; and n) virtual instrument software for Windows
95. SAO intends to purchase 1 Digital Correlation Spectrometer. SAO
requires a working prototype with 1024 frequency channels be delivered
by 30 April 2000. This prototype will be returned to the vendor after
2 to 3 months of testing for upgrade to the final configuration. The
desired delivery date for the final configuration is 6 months ARO. This
acquisition will be accomplished using simplified acquisition
procedures in accordance with the Federal Acquisition Regulation Part
13. The applicable SIC code is 3826 and the size standard is 500. No
solicitation package will be issued. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. A determination by SAO to not compete this
efforton a full and open competitive basis, based upon responses to
this notice, is solely within the discretion of SAO. Questions or
