Sensitivity of birefringence measurement must be greater than 10E-8 with the orientation angle measurement of less than 1 milliradian. Must use semiconductor laser, single mode at nominal wavelength of 670 nanometer with CW power above 5 milliwatt. The polarization modulator must not use mechanical rotator parts. Polarization modulation has to be greater than 5 KHZ. Low pass filtered from DC to first and second harmonic. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR PART 12. This procurement is a total small business set-aside. See Note 1. The SIC Code and Size Standard are 3827 and 500, respectively. The DPAS Rating for this procurment is DO C9. The anticipated release date of RFQ 3-140789 is on or about 1-21-00 with an anticipated quote due date of on or about 2-4-00.
