The Air Armament Center (AAC), Eglin AFB, FL, intends to solicit and award a Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13.5, Test Program for Certain Commercial Items, for a Cockpit Simulator and Associated Weapon Interface Systems. The Guided Weapons Evaluation Facility (GWEF), Eglin Air Force Base, Florida, provides test support for developing precision-guided weapons technology and can evaluate the performance of those weapons in simulated "real-world" environments. The GWEF's primary mission is hardware-in-the-loop (HITL) simulation for the weapon systems. This capability tests the actual weapon hardware in a real-time, closed-loop, dynamic environment. The multi-spectral man-in-the-loop (MMITL) program will extend this capability via a cockpit simulator. It will stress how human factors in target acquisition/tracking and weapon launch/guidance affect the overall weapon delivery system. The cockpit simulator and associated stations and interfaces comprise a pilot-vehicle-weapon interface (PVWI). The PVWI differs from a part-task trainer in that: i) emphasis is mostly on how human factors affect weapon delivery, and ii) GWEF supplies real weapons with EO/IR/RF sensors which respond to the PVWI and the HITL simulation. The PVWI shall consist of cockpit simulator, out-the-window scenery projected on a front screen, weapon stations and appropriate interfaces. A single cockpit design shall combine front and rear cockpit features of the F-15E aircraft and employ front cockpit and rear cockpit modes of operation. Switchology and display functionality shall be true but may be limited to following needs: Functional realism for flight navigation, weapon powerup, uncaging, readying, weapon video, slewing, acquisition, launch and (for some cases) guidance. Data transfer with real weapons in the HITL test shall apply to both air-to-air and air-to-ground weapon systems such as the AGM-65, AGM-130, AIM-9, AIM-120 and munitions using the1760 interface. Models and software for 6-DOF ownship aircraft operation, selected threat/targets, and limited air-to-air/air-to-ground radar operations are required. A database shall be supplied for use by GWEF's computer resources for out-the-window scenery. Off-the-shelf components of the PVWI and integration effort for this fixed-price product is expected to have a cost range of $600,000 to $1,500,000, to include all options. Line Item 0001: Basic Cockpit simulator with front scene projection system and weapon system stations to include hardware and software. Also includes the following options: Option 1: Data transfer module receptacle hardware and software. Option 2: Two additional channels for out-the-window scene projection and software. Option 3: Parts A & B: Expanded display formats and left-hand switchology hardware and software. Option 4: Parts A, B & C: Air-to-ground radar and target acquisition simulation system hardware and software. The Standard Industrial Classification Code (SIC Code) for this acquisition is 3699 (750 employees).
