National Institute of Standards and Technology (NIST), intends to
negotiate with only one source, Dr. Leo Lue, to procure theoretical,
simulational, and database research on model systems including
square-well fluids, structured polymers, and fluids undergoing a gel
transition. The project includes studies of linear and star polymers,
phase behavior for model colloids, and model fluids in higher
dimensions. The simulations will include both Monte Carlo and molecular
dynamics approaches, and the theoretical studies are based on liquid
state theory and mode coupling approaches. Explicit consideration of
critical and crossover behavior is required as part of the study. Dr.
Lue is the only PhD-level researcher with the combination of skills
required to undertake this research in the requisite eight-month time
frame. He has experience with simulations for both monomer systems
interacting with discontinuous potentials and with simulations of
structured molecules including such architectures as chains
anddendrimers; he has worked with both Monte Carlo and thermostatted
molecular dynamics simulations and has publications showing the
connections between crossover theory and simulation data for such
polymeric systems. Additionally, Dr. Lue is familiar with the database
structures used at NIST for the archiving and manipulation of
experimental and simulational data, and is familiar with the scattering
experiments (optical, neutron, and x-ray) which parallel the
theoretical and computer simulation studies of gelling systems. An
alternative researcher would require significant training before
progress on the specific research objectives could be achieved.

must contain sufficient information to clearly establish the ability to
provide the theoretical, simulational, and database research as stated
above, by February 7, 2000. Responses must reference Synopsis No.
NB838000006745JW. This announcement/solicitation is being issued under
the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00)
and is not a request for quotes. The award decision will be based upon
the best value to the Government, with technical merit, past
performance and availability being significantly more important than
