Solicitation N61339-00-Q-0045 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-15. The solicitation shall be awarded on a sole source basis to Designers & Planners, Inc. The SIC Code is 7372 (NAICS 51121) with a size standard of $18.0M. The following items are required: PC-Rembrandt is a desktop ship maneuvering simulation program that combines accurate predictions of ship maneuvering performance on high-quality electronic navigation charts together with the inclusion of the effects of shallow water, variable current fields, and multiple tugboats, operating on an off-the-shelf personal computer. Procure 8 identical PC Rembrandt Version 2.07 systems with licenses. Seven systems shall contain the existing version of the DDG 51 mathematical model with the tug and current field options and 6 electronic charts (Norfolk, San Diego, Mayport, Pearl Harbor, Everett, Bahrain). One system shall include a conventional twin screw, twin rudder console with two throttles and one steering control. One system will have only 5 charts associated (Norfolk, San Diego, Mayport, Pearl Harbor, Bahrain) and will be delivered to ATG Mayport.
