The Government intends to procure, on a sole source basis under authority of FAR 6.302-1, Only one resonsible source and no other supplies or services will satisfy agency requirements, 100 each PN 650454 MILES TOW Training Box and its associated cable, on behalf of the Southeast Regional Consolidated Administrative Support Unit, Panama City, FL, from LaBarge, Inc, 403 LaBarge St., Huntsville, AR 72740-1209. Delivery to Ft. Hood, TX. Item is proprietary to LaBarge. This is a combined synopsis/soolicitation preapred in accordance with FAR, supplemented with information included in this notice. Technical description: This training box, when installed in a MILES equipped manual switch on the box eliminates alignment error between the gun barrel axis and the Integrated Sight Unit TOW sight reticle that is introduced when simulating the TOW with the laser transmitter mounted on the gun barrel. This box works by having the ISU track the gun in the TOW mode and by directing the gunner's hand controls to teh gun in the TOW mode to eliminate the lag. It is deactivated by cycling turret power. Contractor MUST show capability of meeting the required delivery date of July 15, 2000 for delivery of 50 each, and August 15, 2000 delivery of the remaining 50 each. This delivery time is non-negotiable due to urgent agency requirements. This solicitation incorporates provisions and clauses at FAR Clause 52.212-1, Instructions to Offerors, Commercial Items, and shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items. The Offeror shall provide its Contractor Establishment Code (DUNS number) and TAX ID Number. Clause 52.212-2, Evaluation -- Commercial Items, applies to this acquisition, as does FAR 52.212-4, Terms and Conditions -- Commercial Items (MAY 1999), FAR 52.212-5, Contract Terms and Conditions Required to Implement Required Statutes and Executive Orders (MAY 1999), and any others applicable and in effect through the current FAC. No Request for Proposals will be prepared or made available. Final award will be based on a combination of technical acceptability, ability to meet delivery requirements, past performance, and price, with technical acceptability, ability to meet delivery schedule, and past performance more significant than price. Award will be made to the offeror whose offer conforming to this synopsis/solicitaiton will be the most advantageous to the Government, price and other factors considered. Offerors shall provide technical information and a minimum of three past performance references, preferable Government.
