NASA/GRC plans to issue a Request for Quotation (RFQ) for the deposition of low thermal conductivity ceramics on a maximum of 78 Government furnished test specimens using electron beam vapor deposition (EB-PVD). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase this requirement from the Howmet Research Corporation of Whitehall, Michigan under the statutory authority of 10 U.S.C. 2304(c)(1) "only one responsible source and no other supplies or services will satisfy agency requirements". Howmet has been a major supplier of OEM airfoil coatings to the industry and has partnered with large and small engine companies to do advanced development work. They have been innovative in their technology development efforts and have patented processes that recently demonistrated coating life improvements. They are the only source with the capability to provide both layers of the coating system to 1) apply a FAA certified OEM production high-temperature/low activity outward type diffusion Pt-Al bond coat, Spec. No. MDC-15OL on GRC supplied buttons; 2)Application of FAA certified OEM production EB-PVD 7% (Yttria stabilized zirconia) coating, Spec. No. MDC-620 on these buttons; 3) apply advanced EB-PVD coatings applied according to Spec. No. MDC-620 on these buttons; and 4)application of thick 7% YSZ coatings, applied according to Spec. No.620 on GRC provided substrate. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 3, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
