The requirement is to provide Atmospheric Propagation RDT&E Support. The services required include multispectral electromagnetic (EM) and electro-optical (EO) propagation through atmospheric, marine and land environments; the associated remote sensing technologies and sensor systems; the necessary data collection, processing, management, quality control, and distribution using computers and sophisticated software; advanced signal and image system integration, required for the development of new capabilities for the Navy. The proposed contract will be an indefinite quantity contract with a cost plus fixed fee pricing arrangement. The period of performance will be five years with a three-year base period with two one-year options. The applicable standard industrial code (SIC) and size standard is 8731, 500 employees.
