Availability of Solicitation. The Department of Energy (DOE),
Albuquerque Operations Office (AL) announces that it intends to conduct
a competitive Program Solicitation and award financial assistance
(cooperative agreements) for the program entitled "Parasitic Energy
Loss Reduction and Enabling Technologies for Class 7 and 8 Trucks."
Through this solicitation, DOE seeks to support applications in the
following areas of interest: (1) Aerodynamic Drag, (2) Thermal
Management, (3) Friction and Wear, and (4) Rolling Resistance. A DOE
technical panel will perform a scientific and engineering evaluation of
each responsive application to determine the merit of the approach, and
availability of DOE funding in the technical areas proposed. The DOE
Office of Heavy Vehicle Technologies (OHVT) has set a goal of improving
efficiency and emission performances of Class 7-8 trucks through the
use of advanced Diesel engines, emission control technologies, hybrid
electric propulsion systems, and reduction of parasitic energy losses.
This solicitation addresses parasitic energy losses which account for
about 45% of the total losses in class 7-8 trucks. DOE anticipates
issuing financial assistance (cooperative agreements) for each project
selected. DOE reserves the right to support or not support, with or
without discussions, any or all applications received in whole or in
part, and to determine how many awards may be made through the
solicitation subject to the funds available. DOE expects to provide up
to $10 million over a five year period. Cost sharing by the applicant
is required, and details of the cost sharing requirement are contained
in the solicitation. A draft of this Program Solicitation will be
available for comment on AL's World Wide Web Server Internet System at
http://www.doeal.gov/cpd/default.htm until February 4, 2000. The final
Program Solicitation is expected to be ready for release on or about
February 11, 2000. The Applications must be prepared and submitted in
accordance with the instructions and forms contained in the Program
