Lake, CA intends to enter into negotiations on an
other-than-competitive basis with Massachusetts Institute of Technology
(MIT), Department of Earth, Atmospheric & Planetary Sciences for Phase
Two of the neotectonic Geothermal Crustal Motion (GCM) study to: (1)
define active crustal block boundaries and areas of crustal thinning
within the project area; and through that, (2) infer sites of possible
elevated heat flow, i.e., near-surface heat sources. Negotiations will
be with MIT on an other-than-full-and-open-competitive basis because in
Phase One, MIT has created a mathematically-based kinematic block model
that compares current crustal block motion with measured motion over
geologic time. This Phase Two contract will build on and refine this
model to more accurately define the motion of small crustal blocks.
Only MIT possesses the prior knowledge-base and mathematical thought
developed during the Phase One effort, that is essential for completion
