C -- PRESERVATION TEAMS' FOR ORGANIZATIONAL LEVEL SHIP COATING MAINTENANCE SOL PT -- 100 DUE 021900 POC Beau Brinckerhoff, (703) 602-0214 x212 The Naval Sea Systems Command (NAVSEA) seeks sources to provide qualified and certified "Preservation Teams" for the purpose of U.S. Navy ship system coating maintenance. The purpose of these "Preservation Teams" is to conduct work that is traditionally executed by U.S. Navy Sailors (performing organizational work). This will not include any work typically conducted by depots, IMA's, or shipyards. The desired "Preservation Team" should have the capability to assess coated systems, recommend appropriate maintenance actions, schedule quick turn-around work, conduct the maintenance actions, and ensure quality through properly documented inspections. "Preservation Teams" are expected to provide "on-call" services with the ability to commence work within a reasonable amount of time. Typically, it is expected that "Preservation Teams" will be employed approximately 40 hours per week throughout the year. NAVSEA is specifically seeking sources that are able to provide a combination of skills in one or more fully formed "Preservation Team(s)" that would be able to respond to U.S. Navy Ship needs at any U.S. Naval facility. It is envisioned that each "Preservation Team" would be based at or near the U.S. Naval facility where the ships being supported are located. Qualifications by personnel are the following: * NACE level III (or Navy equivalent) certified QA inspectors * Ability to properly manage jobs involving removal of asbestos or leaded paint from older ships, if encountered. * Ability to lead/train people in NAVSEA guidelines regarding: o Surface preparation o Coating application o Quality assurance The number and type of personnel needed for each "Preservation Team" will vary and is contingent upon the type of ships serviced. However, it is expected that a typical Surface Ship "Preservation Team" will be comprised of 1 lead engineer, 1 surveyor/planner, 2 QA inspectors, 2 foremen and 16 paint technicians. Please provide your firm's capabilities in the areas described above, the number of "Preservation Teams" that your firm could provide, the possible location(s) that your "Preservation Team(s)" could support, and the expected lead-time to form them.
