D -- DATABASE OF PROCUREMENT OPPORTUNITIES SOL 52-DKBE-0-90027 DUE 020800 POC Tracey Miller 301-713-0829 The U.S. Department of Commerce, Minority Business Development Agency (MBDA) intends to negotiate on a sole source basis with Globe-1, Inc. 600 First Ave., Suite 201, Seattle, WA 98104 for firms to register on-line with MBDA's Phoenix database and then take advantage of private and public sector matching bids being systematically referred from MBDA's Opportunity database. Globe-1, Inc. is the provider of a unique database of opportunities for minority businesses to access more fully state and local government procurements that are vast markets in size. A direct online approach is needed for increasing minority business access to state and local procurements. MBDA seeks the services of a contractor for expanding minority business enterprise (MBE) access to state and local government procurement opportunities in selected regions. The contractor domestically, shall provide direct on-line access to state and local procurement databases and devise bid matching and referral systems for targeting minority business participation. The Contractor shall assist MBDA in implementing the agency's access to market programs in the cities of Chicago, IL, Austin, TX, New York, NY, Atlanta, GA, Los Angeles, CA, San Francisco, CA Phoenix, AZ, Miami, Fl, Milwaukee, WI and Seattle, WA. The specifications include but are not limited to a format compatible with MBDA's Phoenix database. The period of performance is for a 12 month period with 3 option periods. Interested parties may submit to the DOC a capability statement. Statements should include technical data sufficient to determine capability and must be received in this office within (15) calendar days after publication of this notice.
