D -- OPERATING AND SUPPORT COST ANALYSIS MODEL (OSCAM) DATABASE SOFTWARE MODIFICATION POC Contact Jack Rothwell, (703) 492-3346/Contracting Officer, John Martin, (703) 492-3329 The Marine Corps Systems Command intends to award a small contract to HVR Consulting Services Limited, Selborne House, Mill Lane, Alton, Hampshire GU34 2QJ, United Kingdom to provide its expertise in developing a system dynamics cost analysis model for the Operations and Support (O&S) phase of the Marine Corps Advanced Amphibious Assault Vehicle (AAAV) program. The model will be used to provide O&S cost predictions for the AAAV currently under development at the AAAV Technology Center in Woodbridge, VA. In addition, the contractor will provide training on use of the product to the Marine Corps Office of the Direct Reporting Program Manager for Advanced Amphibious Assault (DRPM AAA). The product titled O&S Cost Analysis Model -- AAAV (or OSCAM (AAAV)), will be part of a suite of OSCAM tools developed jointly between the U.S. Naval Center for Cost Analysis (NCCA) and the United Kingdom Ministry of Defense (U.K. MOD). The contractor (HVR) has performed the software development, and continues to enhance the software for all of the OSCAM tools. The current suite of tools includes the following modules: OSCAM(Ship), OSCAM(System), OSCAM(Land), OSCAM(ADGE), OSCAM(FASH), and OSCAM(Air). The ship and shipboard system models were developed for the NCCA and the U.K. MOD. The other models were developed solely for the U.K. MOD. The proposed effort will benefit significantly from all of the aforementioned OSCAM efforts, especially the land system model that will be adapted to reflect the particulars of the AAAV Program's O&S philosophy. Specifically, the proposed work will benefit directly from the influence diagrams that the contractor has already developed for the land system model. Furthermore, the proposed effort will benefit from the software developed for all models, as there is common (i.e., to all models) software that will be applicable and reused.
