Responses will be evaluated to determine capability to provide Information Technology Services for a Direct Conversion under OMB Circular A-76 for United States Air Force Weather Agency (AFWA). The estimated release date for the solicitation is 15 March 2000, and the contract start date will be approximately 1 November 2000. Major elements of this Computer Operations and Software Maintenance requirement are to perform management necessary to provide Computer Systems Operations, Maintenance, and WEB Administration services in support of the Air Force Combat Climatology Center (AFCCC) at Asheville, North Carolina. Monitor and maintain the network and communication lines. Provide computer support for personal computers, Sun Unix-based workstations, servers, disk arrays, tape silo, firewall and printers. Establish and maintain a user help-desk. Maintain a database on all problem reports and fixes. Analyze future processing requirements. Develop solutions and alternatives for the Configuration Control Board (CCB). Monitor and maintain Cisco router, hubs, switches, network cabling, one-way communications gateways, modems, crypto devices, and long haul communications lines and all associated equipment. Monitor computer service warranty and maintenance orders. Interface with maintenance contractors and various government agencies. Monitor and document system performance. Perform maintenance on hardware and operating system/application software. Provide system administration and all aspects of security to include firewall management, account management, security technology research and application, and incident report preparation. Develop, maintain, and provide computer system documentation to include operating instructions/procedures, in-house produced scripts/programs and training plans. Administer four servers with connectivity to the World Wide Web (WWW). Develop, implement, and maintain procedures to comply with government policy. Analyze, design, develop, and implement changes and upgrades to homepage and new capability requirements. Maintain documentation on all requests and fixes. Install, configure, and maintain Web system software. Develop, maintain, and provide computer system documentation to include operating instructions/procedures, in-house produced scripts/programs and training plans. Monitor and document system performance. The Standardized Industrial Classification (SIC) Code for this acquisition is 7371, and the applicable small business size standard is $18 million. At the present time, this solicitation is not set-aside; however, may be set-aside at a later date, based on responses to this notice.
