J -- INFORMATION TECHNOLOGY SERVICES SOL N00024-99-R 5210 POC Contact Person, DELZORIA HAWKINS, CONTRACT SPECIALIST (703)602-8997 EXT 375, CONTRACTING OFFICER LYNELL M FOX (703)602-8997 EXT 370 The Naval Sea Systems Command (NAVSEA) intends to purchase on a Sole Source Basis a New Subscription from Information Handling Services (NIH) : NAVSEA Technical Information Requirements: The technical information subscription for Military and Commercial Standards must be accessible to the individual PC's at Naval Sea Systems Command via the Internet without loading any additional software. All of the Military & Commercial standards must be accessible in a single consolidated index with direct access to the actual document images. The required documents must be delivered electronically within that single consolidated service. The service must provide 10 simultaneous user access to all of the following documents in a single consolidated network-centric solution. All of these documents must be viewable at the individual PC from the single index. Military- Active Specs & Standards, Cancelled MIL Specs & Standards, Performance Specs, Naval Instructions from OPNAV, SECNAV, SPAWAR, NAVAIR & a complete collection of NAVSEA Instructions, complete collecting of NATO STANAGS. Must include Navsea General Information Bulletins (GIB) regarding welding & nondestructive testing such as NACSEA S9074-AR-GIB-010/278. Cancelled document collection must be complete and include the following documents MIL-E-1/234, MIL-M-14H, QQ-S-741D, QQ-S-766D, MIL-STD-2121A. Commercial Standards -- complete collection of copyrighted standards from each society. Note the current collection size is in parenthesis. ASTM (11,00+),ANSI(1,500+), ASME(2,250), AWS(378), IEEE(859),SAE(6,360+)&UL(1,950). All of these standards must be delivered electronically in a single service via the Internet. The actual rster scanned images of the documents must be included in the subscription service with the ability to view in PDF format. The Active Military documents (Specs, Standards, Performance Specs, Detail Specs,MIL Handbook & NAVSEA GIB documents) must be delivered in a digitized ASCII text. The ASCII text must allow full text searching of the actual document and the ability to "cut and paste" excerpts of the document without rekeying. The users must be able to link directly from a MIL Spec to a referenced MIL Spec or Commercial Standard within the same service, with the ability to view and print the electronic image of the document. Logistics- The logistics service must be accessible to the individual desktop via the Internet. In addition to the FLIS,CAGE & Procurement History, the service must include all of the following Navy Specific databases: APL/AEL TRIDENT APL/AEL NICN TO NIIN NAVY MASTER DATA FILE CRF P2300/10/30 WUC PID DATA -Must be able to search the FLIS by an old NICN (Navy Item Control Number). All items are called out in -Must be able to match Company Name searches to all part numbers in FLIS -Must be able to search by an item name regardless of syntax. -Must include Product Item Description (PID) File. -APL/AEL database must include Hull Numbers & UIC data and allow for searching by these criteria. _Must allow user to customize print/output including "microfiche" output for APLs. All of the services must be provided via a single dedicated frame relay line. This insures users the fastest access through the NAVSEA server Award is to be made under Simplified Acquisition Procedures, FAR PART 12,on an all or none basis.
