E-MAIL: Maria D. Hutcheson, maria.d.hutcheson.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) maintenance services for the GPS simulator (GSS STR2760). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Global Simulation System (GSS). NASA intends to purchase maintenance services from GSS as a sole source due to their unique capabilities to satisfy Goddard requirements. Also, since GSS is the manufacture of the equipment to be serviced, they hold patents on their hardware and source code. These are proprietary and not available to NASA. GSS is thus the only qualified source to currently provide technical maintenance for the Goddard 40-channel on-orbit position, time and attitude GPS Simulator STR2760/01. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 4, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
