Center Norfolk, Detachment Washington, D.C. (FISCNORDETWASH) has a
requirement in support of Naval District Washington (NDW) for system
maintenance and administration services for their Regional VHF Trunk
Radio System. The scope of the work includes a myriad of maintenance,
service, testing, and administrative duties. The basic system is an
Ericsson EDACS five channel, five site, VHF multisite trunk system. To
date, there are two sites, and they are inter-connected to an
Integrated Multisite Controller (IMC) via a T-1 line. Also interfaced
to the IMC is a Maestro C3 Computer Radio Terminal (CRT) dispatch
console and an Intergraph Computer Aided Dispatch (I-CAD) system.
Future system growth will include conventional mutual aid base stations
to interface with Metro D.C. and the Montgomery County Fire and Police
departments, and an automatic vehicular locator system (AVL). This
requirement is a 100% Small Business set-aside (size standard is $5
Million). The Federal Supply Classification (FSC) is J058,
"Maintenance, Repair, and Rebuilding of Communication Equipment." The
Standard Industrial Classification (SIC) is 7622, "Radio and TV Repair
Shops." Proof of Central Contractor Registration (CCR) is required.
This office anticipates awarding a commercial item, Indefinite
Delivery, Indefinite Quantity (IDIQ), Fixed Price service contract to
the offeror that proposes the best value to the government. The
contract period of performance will be for a base year and four
one-year options, plus an option to extend services for an additional
six months. The resultant contract will include the clauses at FAR
52.217-8 and 52.217-9. The minimum guaranteed amount is 10% of the base
year. The forthcoming solicitation will be available within the next
three weeks at the Navy's acquisition website, www.neco.navy.mil.,
under RFP #N00600-00-X-1207. The due date for submitting proposals will
be stated in the solicitation. The requirement is UNRESTRICTED and all
responsible sources may submit aproposal for consideration. The
