Command (NAVAIR) intends to solicit competitive proposals for award of
a Requirements contract for personnel, materials, services, tools,
engineering, and data required to support and operate three Navy
DC-130A aircraft, in drone launch (GFE targets), cargo, and utility
missions. The contract will cover a period of five years to include one
base year, 2 one year options and four six month options. At present,
the subject aircraft are maintained using outdated U.S. Air Force
maintenance publications. The contractor will be responsible for
development and implementation of an adequate maintenance program.
Services are required at Pt Mugu, California. The Government will
provide a significant amount of GFE, basing and facilities, to include
maintenance spaces. Historical data to be provided to the contractor
will include approximate flight hours, types of missions, mission
duration, and scheduling will also be provided. Upon contract
completion, most GFE and spare parts as provided specific to the
subject contract are intended to become the property of the contractor.
Subject to the Government obtaining all required approvals and waivers,
the Government also desires to transfer ownership of the three DC-130A
aircraft to the contractor at the completion of the contract. It is
