The subject acquisition is under the purview of an A-76 cost comparison study being conducted for Operation, Maintenance, and Repair of Steam Plants located at Fairchild AFB, WA. Contractors shall provide management, tools, supplies, equipment, and labor necessary to repair, maintain, and safely operate two steam plants, the Central Steam Plant (Bldg 2175), and the Hospital Steam Plant (Bldg 9005), and remotely monitor the Deep Creek Steam Plant (Bldg 1350). The successful offeror will be required to ensure proper inspection and maintenance of auxiliary equipment and system functions; including, but not limited to production, control, pumping, emission control, water treatment, and fuel supply. Plant piping, values, boilers, plant facilities, and other items shall be maintained according to appropriate craft and utility codes. The performance period commences on 1 October 2000 with one base year and four one-year option periods. This solicitation is a 100% Small Business set-aside. The Standard Industry Classification (SIC) is 8744 and the Small Business size standard is $5 million annual average gross revenue for the last three fiscal years, including foreign and domestic affiliates. This acquisition is solicited under FAR Part 12 (Acquisition of Commercial Items) and evaluated using Performance Price Tradeoff procedures in accordance with FAR Part 15 (Contracting by Negotiations).
