Department of Energy (DOE), Albuquerque Operations Office, is seeking
competitive offers for a performance-based management contract to
manage and operate the Pantex Plant near Amarillo, Texas. This
acquisition will be on an unrestricted basis. The contract will be a
cost-plus-award-fee type for a five-year period with a unilateral
extension option (solely at the Government's discretion) for up to an
additional five-year period. The contract will implement the principles
of DOE's Contract Reform initiatives. In addition to the award fee
provisions of the contract, offerors must be willing to enter into
performance-based incentive fee arrangements to assure a
"pay-for-performance" concept is implemented in this contract. The
Pantex Plant is a Government-owned, Contractor-operated nuclear weapons
assembly/disassembly facility that also manufactures High Explosive
(HE) components. The Pantex Plant is located on approximately 9,100
acres at the Pantex Plant proper and 1,077 acres of detached property
called Pantex Lake, approximately 2.5 miles northeast of the main plant
site. As of October 1, 1999, the Pantex Plant employment level was
approximately 2,800 people in various disciplines. With the end of the
Cold War, DOE has made major programmatic decisions that effect the
current and future operation of the Pantex Plant. Presidential
decisions and international treaties have required the Pantex Plant to
dismantle a significant fraction of the Cold War nuclear weapons
stockpile during the decade of the 1990's. Most significant for the
future, DOE determined in the 1996 Record of Decision for the Stockpile
Stewardship and Management Programmatic Environmental Impact Statement
that the Pantex Plant would be the sole U.S. site for the maintenance,
refurbishment, and eventual dismantlement of the future (smaller) U. S.
nuclear weapon stockpile. The facility must closely interact with other
production plants and design laboratories in the Nuclear Weapons
Complex, other DOE Offices and numerous other organizations including
the Defense Nuclear Facilities Safety Board and the State of Texas. The
Pantex Plant is operated under the direction of the DOE Amarillo Area
Office. The primary focus for this contract will be to manage and
operate a major industrial facility and perform the nuclear weapons
missions which are assigned to that facility. This includes all ongoing
objectives of the facility as well as those that may be assigned during
the term of the Contract. It further includes all infrastructure
management and maintenance; human resource management including
critical skills recruitment and retention; environmental management and
remediation; health, safety and security systems; and purchasing and
other administrative systems. The value of the contract for the basic
five-year award period will be approximately $1.35 billion. In order to
actively support the Government's initiative to enhance the use of

the agency. It is anticipated that the solicitation will be available
on the above web site on or about January 24, 2000. General
informational tours and briefings on the mission and programs of the
Pantex Plant will be held on February 2, 2000, for those individuals
without a DOE Q clearance. The unclassified briefing will continue on
the morning of February 3, 2000. After the February 3, 2000,
unclassified briefing, a classified tour of the Pantex Plant will be
provided to individuals with a DOE Q clearance. For the classified
tour, a maximum of five individuals per Offeror are permitted. A
Preproposal Conference will also be held in the afternoon of February
3, 2000, to answer questions concerning the mission and programs of the
Pantex Plant as well as the Request for Proposals. No Q clearance is
necessary to attend the Preproposal Conference. Only individuals
