Command (NAVAIR) intends to issue a sole source Requirements contract
to the Avraham Y. Goldratt Institute (AGI), 442 Orange Street, New
Haven, CT. 06511 to provide training and implementation support to the
Naval Aviation Depot. (NADEP), MCAS, Cherry Point, NC for
implementation of Theory of Constraints (TOC) concepts and techniques,
focusing on improving the average turn around time of aircraft,
engines and components undergoing standard depot level maintenance
(SDLM). This contract will be negotiated in accordance with FAR Part 12
"Acquisition of Commercial Items". The period of performance will
include a twelve month base period with a twelve month option. The
contractor will train NADEP Cherry Point personnel in the various
disciplines of TOC, subsequently licensing select Cherry Point
Government personnel. Licensing will provide continuous access to
copyrighted materials needed for subsequent TOC implementation efforts.
Also, AGI will provide skilled personnel to teach TOC implementation
methodologies and lead TOC implementation on actual NADEP applications.
This training and experience will permit the NADEP to train and
implement TOC independently. Specifically, the contractor will
demonstrate how to convert the maintenance and repair requirements into
executable, and feasible schedules by using Critical Chain scheduling
through use of TOC application. Through a combination of training and
onsite implementation, the contractor shall assist NADEP Cherry Point
personnel in understanding how to effectively employ Critical Chain
scheduling. The contractor will also assist NADEP Cherry Point in
obtaining workforce support for the Critical Chain approach, developing
a Critical Chain implementation plan for the H-53 SDLM line, and
identifying potential issues that could impede successful
implementation in each case. The contractor shall assist NADEP Cherry
Point in developing clearly defined performance objectives and
associated metrics for management of implementation applications. It is
