reostric@opm.gov. R -- The Office of Personnel Management (OPM) is
soliciting proposals for award of an indefinite delivery indefinite
quantity contract for oncology medical review services for the Federal
Employees Health Benefits Program (FEHBP). Hospitals, medical schools,
group practices, joint ventures, or individuals may propose to provide
the service. Any contract award resulting from this solicitation will
be for a base year and two option years. There will be no guarantee of
work beyond the minimum quantities specified in this solicitation. All
arrangements with the Contractor for services under this contract
after award will be made by the OPM's Office of Insurance Programs,
through the Contracting Officer's Representative (COR), to be
designated at time of contract award. Specific tasks under this
contract will be accomplished by "Work Orders" issued by the COR, to be
performed at the Contractor's place of business. The Contractor's place
of business is to be located in the geographical proximity of the
Washington, DC metropolitan area. The COR will provide to the
Contractor in writing, a description of each specific proposed task to
be performed under the contract, for example, review of disputed
oncology service claims, agency consulting, and special projects. At
the time the work order is issued, the COR will notify the Contractor
and reach a mutual agreement as to the mode and date of pickup and
delivery. The majority of work orders will require a one-day
priority/expedited review. Where an expedited review is unnecessary,
the Contractor will have five calendar days from receipt to deliver the
completed work order. Each work order will be at the rate to be
established at the time the contract is signed. The Government will
have one week to review and accept all work products. OPM will reserve
the right to approve/disapprove any individual assigned by a
Contractor to work on any individual work order. No additional effort,
changes in scope of work, or changes in delivery dates shall be
undertaken on an individual work order without the explicit
authorization of the COR. Response to this proposal should be received
by the Contracting Officer no later than 4:00 PM on Wednesday, March
