Chemical Field Trials (JCFT) for personal/collective protection
Devices/Technologies DESC: 42-PROTECTION DEVICES The Defense Threat
Reduction Agency (DTRA) is sponsoring the Joint Chemical Field Trials
(JCFT) as part of the proposed Restoration of Operations (RestOps)
Advanced Concept Technology Demonstration (ACTD). The JCFT will be used
as the technical test bed to evaluate technologies/devices for possible
inclusion in the ACTD. The JCFT process will be modeled after the
Biological Joint Field Trials (JFT) that are sponsored by the Joint
Program Office for Biological Defense (JPO-BD). Four commodity areas
will be evaluated within the JCFT: Detection, Decontamination,
Personal/Collective Protection, and Medical. Each commodity area will
be advertised in a separate announcement. This announcement is for
personal/collective protection devices/technologies. The JCFT will be
held at Dugway Proving Ground (DPG) from June through December 2000
(tentative). The JCFT will provide technology developers an opportunity
to demonstrate their devices'/technologies' potential for inclusion in
the RestOps ACTD or future chemical defense programs, and provide them
an opportunity to obtain unique performance data that can be used in
their developmental work. In addition, technologies/devices
participating in the JCFT may become visible to a number of U.S. and
foreign agencies. Personal protection devices/technologies that may be
evaluated during the JCFT are chemical/biological agent protective
overgarments (entire ensemble), improved components such as gloves,
boots, booties or hoods, and protective masks. Collective protection
devices/technologies that may be evaluated during the JCFT are entire
systems and individual components such as improved generators, air
cleaners/filter, and shelters. In addition improved barrier materials
and covers may be evaluated. For submissions to be considered,
developers/sponsors must supply the following in writing to Mr. Bradly
G. Setser (703-535-8720); setserb@defensegp.com., no later than close
of business February 4, 2000: a description of their technology/device
to include all characteristics and capabilities; all relevant test
reports; how long it has been in development/production; and a
photograph of the system. Technologies/devices that are selected from
the announcements for further consideration will receive a copy of the
entrance criteria letter. Based upon subsequent replies to the
entrance criteria letter, technologies/devices will be selected for
