announcement constitutes an U.S. Environmental Protection Agency New
England Regional Office (EPA New England) Request for Information (RFI)
from green power suppliers. The General Services Administration (GSA),
contracting on behalf of the EPA New England would like to purchase
green power for a new build-to-lease facility they are currently
constructing in Chelmsford, Massachusetts (completion is expected by
late 2000). The purpose of this RFI is to gather information that will
assist the GSA in preparing a formal Request for Proposal (RFP). This
RFI also serves to give green power suppliers advance notice of their
intention to purchase green power and should allow them sufficient
time to fulfill registration and other related requirements. The EPA
would like to have the green power purchase contract in place by early
April, in time for an Earth Day announcement by EPA Administrator
Carol Browner. The new facility in Chelmsford, MA will be approximately
65,000 square feet and will be partially used for office space and
partially for lab work. The estimated annual electricity consumption
for the laboratory is 1.9 million kWh/year, with a peak demand of
approximately 500 kW. The annual electricity consumption for the Edison
laboratory is approximately 5.1 million kWh/year. The EPA may also be
interested in purchasing green power for their facilities in
Narragansett, Rhode Island and/or Edison, New Jersey. The annual
electricity consumption for the Narragansett laboratory is currently
approximately 3.2 million kWh, although planned energy efficiency
measures are expected to significantly reduce consumption. Please

February 2, 2000. Respondents to this RFI will be notified when the
Request for Proposal (RFP) is issued and of the time for a pre-bid
