This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. The Government requires service and maintenance of an existing fire alarm system as detailed below in the Descriptive Specifications. All tasks shall be performed independently with technical oversight by the Government point of contact who will be designated at the time of award. All services shall be performed on site at the US Army Engineering and Research Development Center, Cold Regions Research and Engineering Laboratory (CRREL) facility in Hanover, New Hampshire. CRREL is composed of a cluster of buildings within a square mile compound. There are approximately ten buildings consisting of laboratories and offices that have fire alarm systems connected to a main fire alarm panel. CRREL hasthree separate but integrated fire alarm systems (FCI, Simplex and Gamewell) that require servicing and maintenance for optimum performance. Panels throughout the compound are FCI systems with the oldest having been installed in 1984. All Simplex equipment is installed within one 4-story building within the compound and was installed in 1990. There are 11 Gamewell master boxes, all of which are tied into the local fire department's master box. The fire alarm system needs to be maintained at an optimum level 24 hours a day, seven days a week. DESCRIPTIVE SPECIFICATIONS -- The contractor shall furnish all labor, materials and equipment necessary: 1. Provide a response time of 24 hours for routine service calls and a response time within three hours for emergency calls. CRREL's normal workday is 0700 to 1530, Monday through Friday. (Quote: Rate based on est. 300 hours. Annotate any separate rate/fee/charges for non-standard work shift labor.) 2. Provide labor to perform annual inspection and testing of all fire alarm systems. Services shall include but not be limited to cleaning and testing of the photoelectric and ionization smoke detection, rate-of-rise and thermal setpoint sensing heads. (Quote: 1 Firm Fixed Price Sum based on ### units) 3. New work/upgrade on existing system. (Quote: Rate based on est. 250 labor hours. Annotate any separate rate/fee/charges for non-standard work shift labor.) Materials will be paid for separately on a direct cost reimbursement basis with supporting invoices. After each service call, the contractor shall provide drawings or sketch documents outlining services performed. The contractor shall centralize all debris for disposal by the Government. Services provided under this contract shall be in compliance with all existing laws and regulations established for fire alarm systems. The contractor shall provide industry standard warranty on all labor and materials. QUALIFICATIONS -- The contractor shall be prepared to provide documents in support of possessing the following skills and elements considered essential for award under this solicitation. 1. All standard industry certifications and licenses for the State of New Hampshire. Contractor personnel are expected to meet the capability level of industry standard for the services provided. 2. References giving a minimum of five years experience in commercial/industrial alarm system installation and maintenance and repair. 3. Demonstrated knowledge of building system supervisory and temperature monitoring systems. SITE VISIT -- A site visit is recommended and shall be scheduled in advance with the Contract Specialist identified in this notification. GOVERNMENT FURNISHED EQUIPMENT No Government furnished equipment will be provided under the contract. SECURITY -- The contractor shall be required to have proper ID at all time and shall be required to wear a Government issued badge to access CRREL. This solicitation will result in a single award for a three-year period (base year plus 2 1-year options). Award will be made to the lowest priced, technically acceptable offeror who is on file with the Central Contractor Registry at the time of award. Required response date is 9 Feb 2000 at 3:00 P.M. Eastern. This is an unrestricted solicitation document that incorporates provisions and clauses through FAC 97-15, December 27, 1999. The SIC Code for this procurement is 7382 and small business size standard is $9.0M. Offerors shall provide information required by FAR 52.212-1, Instructions to Offerors Commercial Items.
