875-6279 The U.S. Department of State (DOS), Office of Foreign
Buildings Operations (FBO)is seeking qualified design-build firms for
new apartment housing in Berlin, Germany. The project will include the
design and construction of 30 to 34 three to four bedroom stadtvillas
(apartment units). The stadtvillas will be located in the Pueckler
area of Berlin. The combined design and construction cost is estimated
in the range of $7 million to $10 million U.S. dollars (DM 12 to DM 18
million Deutsche Marks). The estimated design-build contract period of
performance is 22 months. A U.S. Department of State firm fixed price
contract for completing the design and performing all of the
construction is contemplated. This is a two-phase solicitation; this
solicitation is for Phase One. As a result of the evaluations of
submittals for Phase One, three to five selected firms will be invited
to submit cost and technical proposals for the project as part of
phase Two. The Phase Two request for proposal (RFP) package will
include preliminary design documents, including 20% to 25% completed
drawings and statement of work, site data, construction requirements
and other criteria. The qualified contractors will use the Phase Two
RFP package as the basis for their proposals. The offeror's technical
proposal will address the offeror's capabilities, and how the
requirements of the RFP will be satisfied. The technical proposal will
be evaluated using criteria contained in the Phase Two RFP to
determine the offeror's understanding of the work to be performed,
technical approach, and the ability to complete the work within the
prescribed period of performance. The scope of design services under
this proposed contract will include: architecture and site design;
structural, civil, mechanical, electrical and geotechnical engineering;
landscape design; cost estimating; scheduling; administrative
coordination of the various disciplines involved; services during
construction; and, compliance with U.S. Government requirements as well
as building codes and standards of Germany. The stadtvillas will be
designed and constructed in hard metric (System International) units.
Each design submission shall include AutoCAD R 14 files in Department
of State format. The scope of construction services under this proposed
contract will include: total construction skills and services to
produce functional and operational US housing in accordance with
approved design and construction documents prepared by the Design-Build
Contractor and approved by FBO. The project will require on site
organization and lines of authority to ensure overall project
coordination; daily management oversight and coordination with US
Government on-site staff, Architect-Engineer representatives,
subcontractors, equipment suppliers, materials managers, job site
meetings, and submittals from initiation to turnover; quality control
program; and construction scheduling to provide overall control
throughout the life of the project. Section 11 of the Foreign Service
Buildings Act, 22 U.S.C. 302, applies to this acquisition. If
determined that adequate competition exists, eligibility for award of
contracts under Section 11 is limited to: (1) American-owned bidders
and (2) bidders from countries which permit substantially equal access
to American bidders for comparable diplomatic and counselor projects.
Bidder qualification shall be determined on nationality of ownership,
the burden of which shall be on the prospective bidder. Qualification
as an "American-owned bidder under section (1) above shall require
evidence of: (a) performance of similar construction work in the United
States, and (b) either (i) ownership in excess of fifty percent by U.S.
citizens or permanent residents, or (ii) incorporation in the United
States for more than three years and employment of United States
citizens or permanent residents in more than half of the corporation's
permanent full-time professional and managerial positions in the
United States. For the purpose of determining competitive status, bids
qualifying under section (1) above shall be reduced by 10 percent.
Interested contractors should state whether they are qualified as
"American-owned bidders" and provide documentary support which
demonstrates compliance with the criteria for "American-owned bidder,"
stated above. No more than 50 percent of the total value of the
contract can be subcontracted for this project. All prospective
contractors must provide details of their qualifications in writing
(ENGLISH ONLY). Firms responding to this announcement on or before the
closing date will be considered for pre-qualification using the
following evaluation criteria 100 points maximum: (1) TECHNICAL
QUALIFICATIONS, (a) Professional qualifications, specialized
experience, and technical competence in both design and construction of
similar projects and ability to perform design/build projects involving
multiple contractor and sub-contractor disciplines. Offerors must
demonstrate that the principal designer and the principal construction
contractor have either individually or collectively accomplished the
design and construction of projects of similar value and complexity.
Demonstrated design excellence will be taken into consideration. The
submitting teams will be evaluated on the quality of the built
projects. (Maximum of five example projects each); 25 points. (b)
Specialized experience and technical competence in new residential
projects involving multiple disciplines, e.g. architectural,
mechanical, structural and electrical in family residences. Offerors
must also show successful and satisfactory completion of design-build
projects for three (3) to five (5) years, similar in complexity and
type, with at least two construction projects over $5,000,000.00 U.S.
dollars (nine million Deutsche Marks); 15 points. (c) Demonstrated
success in achieving waste reduction and energy efficiency in facility
design; 5 points. (2) PAST PERFORMANCE, (a) Demonstrated previous
record of performing work on schedule while maintaining effective cost
and quality control. Briefly describe internal quality assurance and
cost control procedures and indicate effectiveness by listing the
planned and actual design duration, client's construction budget,
design construction estimate, construction award amount, and
construction change order rate in tabular form for five recent
projects; 15 points. (b) Previous experience with overseas projects or
projects in Germany and knowledge of German or foreign building codes,
standards, and construction practices. Show a minimum of five years of
successful design and construction experience on similar projects
outside the North American Continent with preference for those
performed in Germany; 10 points. (3) CAPACITY TO PERFORM THE WORK, (a)
Identify available labor, materials, facilities, equipment and
financial assets available for performing a project of this magnitude;
5 points. (b) Offerors must demonstrate that they have the financial
capability and resources to undertake their proposal to accomplish the
projects within the funding range stated previously and be able to
obtain the required performance and payment bonds, or bank letters of
credit or guarantee; and must have a total combined design/construction
and renovation business volume of at least equal to the level of their
proposal per year in three of the last five years using the project
criteria above. Offerors must provide a list of banks or other lending
institutions which offeror intends to use in order to finance this
project, and provide credit references; 15 points. (4) MANAGEMENT,
Provide a business management plan for design/build projects that
explains the offeror's methodology for decision making, personnel
management, team approach, quality assurance, etc. in the execution of
contract scope, schedule establishment and control, and budget
allocation and administration; 10 points. Failure to address each of
the foregoing criteria in writing will result in failure to qualify. In
addition, failure to meet the requirements of each one of these
criteria fully, or to provide the requisite information, willresult in
failure to qualify. When responding to criteria (1) and (2) above,
offerors must list the owner's names, addresses, telephone numbers, and
contact persons for each project. As a means of verification of their
ability to meet each of the aforementioned criteria, design/build firms
that meet the requirements described in this announcement are invited
to submit two copies of the following: (a) A Standard Form 254
Architect/Engineer and Related Services Questionnaire, (b) A Standard
Form 255 Architect/Engineer and Related Services Questionnaire for
Specific Project, (c) Business management plan for design/build
projects, and (e) Design and construction portfolios which illustrate
the design/build team's capabilities. This is a solicitation for Phase
One (pre-qualification) only. Based on scoring and evaluations of
proposals received in response to this Phase One solicitation, the
government will select three, but not more than five most qualified
firms to participate in Phase Two (award). In Phase Two,the three to
five most qualified firms selected will be asked to submit cost and
technical proposals. Evaluation factors for these submissions will
include: Design quality and philosophy, design concepts to be employed,
problem solving ability, schedule and performance period, proposed
alternatives for project delivery, management approach, proposed
design-build approach, key personnel to be utilized, and project cost.
All evaluation factors other than cost or price, when combined, are
approximately equal to cost or price. U.S. Large Business Contractors
will also be required to present their Small Business and Small
Disadvantaged Business Subcontracting Plan. The Government intends to
award a contract to the offeror whose proposal provides the best value,
considering trade-offs for the associated price, and meets the needs of
the Government. Interested design/build contractors must request, by
