Social Security Administration (SSA) is seeking proposals for on-site
carpentry services at the Agency_s Headquarters complex in Baltimore
(Woodlawn), Maryland, with occasional work in other Baltimore
locations, Rockville MD and the Washington DC area. This is a combined
synopsis/solicitation for commercial items (as defined by FAR 2.101)
prepared in accordance with the format in Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Proposals are being requested; however, a written
request for proposals will not be issued. This acquisition is subject
to FAR Subpart 13.5 regarding the application of simplified acquisition
procedures. This is a 100% small business set-aside, issued as Request
for Proposals Number SSA-RFP-00-0192. Proposals submitted from other
than small business sources will be rejected. All responsible small
business sources may submit a proposal which shall be considered. The
SIC code is 7699. The small business size standard is $5 million. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-15. Proposals in
response to this RFP shall be submitted by 3:00 p.m. local prevailing
time, February 11, 2000. OBJECTIVE: The objective of the contract is to
obtain the services of carpenters to perform on-site repair and
carpentry services. SCOPE: Contract work includes commercial carpentry
services at various Agency facilities located in Baltimore (Woodlawn/
Downtown/Middle River), MD; Rockville, MD; and the Washington, DC
area. Services include all labor, uniforms, and small hand tools except
as otherwise specified herein. Contractor employees shall perform the
following types of services (not limited to): 1) painting furniture and
equipment; 2) repairing, installing, and assembling wood and metal
furniture; 3) servicing of Class A wood furniture to include oiling and
waxing; 4) cutting various materials, such as wood, metal and
plexiglas, to be used in the construction of furniture, shelving,
worktables, etc.; 5) construction of various wood and metal items, such
as counters; 6) matting and framing pictures; 7) installing desk locks
and padlocks; 8) cutting keys; and 9) hanging mirrors, pictures, and
bulletin boards. The required tasks will necessitate sitting, standing,
bending, lifting reaching, stooping, and walking. The contractor shall
provide all small hand tools such as hammers, small levels, pinch
bars, screwdrivers, pliers, crescent wrenches, etc. Upon completion of
the services, all work areas shall be cleaned of any debris. SERVICE
REQUESTS: Requests for service shall be provided to the contractor on
SSA Form 6017-U7, Request for Building Modifications. These forms
contain a detailed description of the required services and a priority
code for establishing the completion date. STAFFING: The contractor
shall provide sufficient qualified staff to ensure uninterrupted
services and a high quality level of performance. Staffing shall
include a working supervisor who shall be responsible for: the
contractor_s overall operation at the SSA facility including being
familiar with the conditions under which the services shall be
performed and the possible difficulties which may be encountered;
providing work assignments to contractor personnel; and, interacting
with the Government Project Officer and/or his/her designee. A
supervisor or designee shall be on duty at all times. All carpenters
shall have the skills necessary to perform all tasks and operate all
tools of the trade including (but not limited to): electric saws
(circular, band, jig, reciprocating, saber), routers, belts, sanders,
bench grinders, production drill press, miter box saw, tilting arbor
table saw, portable spot welder, and standard measuring instruments.
Work shall be performed in such a manner so as not to interfere with
Government business. ROSTER OF EMPLOYEES: The contractor shall provide
a roster of the employees assigned to work on the contract to the
Government Project Officer within fifteen (15) calendar days after the
date of contract award. In addition, the contractor shall provide a
revised roster to the Project Officer within five (5) calendar days of
any changes to the employee roster. UNIFORMS AND SAFETY SHOES: All
contractor employees shall wear distinctive uniforms which are
professional in appearance and which bear the contractor_s logo on the
uniform shirt. Appropriate safety shoes shall also be worn. All
employees shall be in uniform not later than 10 Federal work days after
the date the employee first begins work on the contract. TIME OF
PERFORMANCE: Work shall be performed Monday-Friday (excluding Federal
holidays) from 7:00 a.m. to 3:30 p.m. OVERTIME SERVICES: Contractor
personnel may occasionally be required to work beyond the normal work
hours. Overtime hours are not guaranteed but may be ordered by
designated ordering officials on an as-needed basis. RECORDING ON-SITE
PRESENCE: Contractor personnel shall be required to record their
on-site presence for each workday. The contractor may use
sign-in/sign-out sheets or elect to install its own automated time
clock. In this event, the Government assumes no liability for such
equipment. PERIOD OF PERFORMANCE: The contract shall include a base
year and four (4) 1-year options, if exercised. The term of the
contract shall be for sixty (60) months, broken down as follows: Base
Year from March 29, 2000 -- March 28, 2001; Option Year I (if exercised
) from March 29, 2001 -- March 28, 2002; Option Year II (if exercised
) from March 29, 2002 to March 28, 2003; Option Year III (if exercised
) from March 29, 2003 to March 28, 2004; and Option Year IV (if
exercised ) from March 29, 2004 to March 28, 2005. PLACES OF
PERFORMANCE: Baltimore (Woodlawn/ Downtown/Middle River), MD;
Rockville, MD; and the Washington, DC area. BUILDING CLOSURES: In the
event of inclement weather or other circumstances which cause delayed
openings or building closures, contractor employees shall follow the
building closure announcements. (Specific information regarding local
radio announcement will be included in the resultant contract.)
SECURITY CLEARANCES: Contractor personnel who require access to SSA
facilities shall be required to undergo a background investigation,
which will be conducted by the Government. Such investigation shall
include a check by fingerprints and a statement of personal history.
Non-U.S. citizens shall be required to provide a photocopy of their
work authorization permit and Social Security card. Accordingly, the
contractor should select only those persons who are likely to meet the
suitability requirements in order to reduce the likelihood that
employee(s) will be found unsuitable and not be allowed to work under
the contract. The Government shall have and exercise full and complete
control over granting, denying, withholding or terminating clearances
for contractor employees. Since performance under the contract
requires access to a Child Care Center, the contractor shall agree to
comply with the Crime Control Act of 1990 (Public Law 101-647) (Section
231, Requirements for Background Checks), as amended. (Forms for
background investigations will be made a part of the resultant
contract.) EMPLOYEE IDENTIFICATION: Contractor employees shall be
required to wear a Government-furnished identification badge while on
Federal property. EMPLOYEE CONDUCT: While on Government premises,
contractor personnel shall comply with all rules, regulations and
procedures governing the conduct of personnel and the operation of the
Federal facility, including Occupant Emergency Programs. QUALITY
CONTROL: The contractor shall establish a quality control program to
ensure that the requirements of the contract are met. This plan should
include a checklist of quality inspection steps to be followed in
inspecting contract performance as well as a system for identifying and
correcting deficiencies in the quality of the services provided. At a
minimum, the checklist should include: description of the service; date
theservice was performed; name of the individual(s) who performed the
service; quality level of the service; and action taken to correct any
deficiencies. Quality control documentation shall be made available to
the Government upon request. CONTRACTOR PERFORMANCE: Contractor
Performance Information will be maintained in accordance with OFPP
Policy Letter 92-5 Past Performance Information and FAR 42.15.
GOVERNMENT-FURNISHED TRANSPORTATION: Government-furnished vehicles will
be provided for transportation to all locations outside the Woodlawn
area. GOVERNMENT-FURNISHED SPACE AND PROPERTY: In addition to adequate
and appropriate work space, the Government will furnish all supplies,
utilities, and hand and power equipment necessary for performance of
the contract, except for those small hand tools outlined elsewhere. The
contractor shall be liable for any damage or loss of Government
property to the extent of repair or replacement costs, whichever is
appropriate. EXCLUSION: The Government reserves the right to perform
similar services in-house or to establish other contracts consistent
with its requirements. TERMS AND CONDITIONS: The provisions of FAR
52.212-4 Contract Terms and Conditions -- Commercial Items (May 1999)
(tailored as follows) and FAR 52.212-5 Contract Terms and Conditions
Required to Implement Statues or Executive Orders -- Commercial Items
(May 1999) are incorporated by reference. FAR 52.212-4 (a)
Inspection/Acceptance is tailored as follows: QUALITY ASSURANCE: The
Government will perform periodic random inspections on the services
provided. Inspections will include all aspects of services required by
the contract. A 100% Acceptable Quality Level will apply. All
unacceptable services will be rejected and reperformed by the
Contractor at no additional cost to the Government. OPTION TO EXTEND
SERVICES: FAR 52.217-8 (Nov 1999); OPTION TO EXTEND THE TERM OF THE
CONTRACT: FAR 52.217-9 (Nov 1999) [fill-ins: #1-at any time during the
period of performance; #2-60 days]; INSURANCE: FAR 52.228-5 (Jan
1997)[there are no minimum or maximum amounts required]; FAR 52.212-5
applies as follows: (a)(1) and (2); (b)(1), (5), (7), (11), (12), (13),
(14), (15), (23); (c)(1), (2), (3); (d); (e). In addition FAR 52.219-6
(July 1996) Notice of Total Small Business Set-Aside applies. Wage
Determinations: WD # 94-2247 (Rev. 15) dtd 6/1/99 shall apply to
services performed in Baltimore County and Baltimore City MD. WD #
94-2103 (Rev. 19) dtd 6/28/99 shall apply to services performed in
Rockville MD and Wash DC. The labor category of "carpenter,
maintenance" #23130 as defined in the Dept of Labor Directory of
Occupations, 4th Edition, applies. For the purpose of seeking annual
price adjustments, the contractor may elect to seek conformance for the
"working supervisor" as no established hourly rate exists. INSTRUCTIONS
FOR SUBMITTING OFFERS: The provisions at FAR 52.212-1 Instructions to
Offerors -- Commercial Items (Nov 1999) are incorporated by reference.
Offerors shall follow the instructions set forth therein. Special
attention is directed to the following paragraphs: (a) SIC Code and
Small Business Size Standard -- 7699/$5 million. Standard Form 1449
shall be used for the submission of offers. Persons interested in
submitting an offer must contact the contract specialist to obtain the
1449 and pricing tables; (b)(4) does not apply; (b)(6) Pricing will be
on a fixed monthly rate with an hourly rate for overtime services;
(b)(10) All information required by this paragraph shall be submitted.
Experience should be limited to current projects and/or projects
completed within the past 3 years; (b)(11) does not apply; (c) Period
of acceptance for offers -- 90 calendar days; (d), (e), and (i) do not
apply. Completed Representations and Certifications as required by FAR
52.212-3 Offeror Representations and Certifications -- Commercial Items
(Oct 1999) shall be submitted with the offer (1original copy of the
reps and certs shall suffice). Offers which fail to include all
required information may be rejected without further consideration.
EVALUATION CRITERIA: Award will be made on a best value basis taking
into account the following factors: experience, past performance, and
price. The Government may award to other than the lowest priced offer
based on a trade-off among these factors. AWARD: A written contract or
notice of award will be mailed or otherwise furnished to the
successful offeror, within the timeframe for acceptance of offers,
shall result in a binding contract without further action by either
party. It is anticipated that a minimum of 2 weeks start-up time will
be provided. ADDITIONAL INFORMATION: Work is currently being performed
by 1 working supervisor carpenter and 6 carpenters. The current
contract erroneously incorporated WD # 94-2248 which sets forth a
higher fringe benefit (WD 94-2248 is for non-routine services). This
may be a factor in considering hiring incumbent contractor employees.
