hughess@msex1.eglin.af.mil. The Air Armament Center, Precision Strike
System Program Office intends to award a sole source cost plus
incentive fee contract to Comptek-PRB Associates, Incorporated for
follow-on mission planning support required for the enhanced GBU-15
precision guided munition. The specific work required is for the
enhanced GBU-15 (EGBU-15) weapon system, which is to be fielded in the
last quarter of FY00, and for the AGM-130/GBU-15 weapon system, which
also is to be fielded in the last quarter of FY00. There will also be
continued training and maintenance on the existing AGM-130/GBU-15
weapon-planning module. This action is contemplated in accordance with
10 U.S.C. 2304(c)(1) since Comptek-PRB Associates, Incorporated is the
only known responsible source that can satisfy the governments
requirements within the required schedule. All responsible sources may
submit a statement of capability in accordance with numbered Note 22,
which shall be considered. Interested sources who feel they can meet
the requirement should provide a statement of capabilities that
demonstrates their ability to meet the following criteria: 1) Thorough
technical knowledge of the EGBU-15 weapon system that would allow the
contractor to successfully upgrade the existing software with new
capabilities required to effectively mission plan the employment of the
EGBU-15 weapon on the F-15E aircraft. This will require knowledge of
the current software, current architecture, current quick reaction
upgrades and weapon employment; 2) Thorough technical knowledge of the
AGM-130/GBU-15 weapon system, the current AFMSS core version c2.2a,
the F-15E Operational Flight Program version Suite 4 Plus, the current
AFMSS AGM-130 weapon planning module version 4.0, and how these three
software development programs interact and interface, in order to
upgrade the AFMSS AGM-130 WPM to AFMSS Core version c2.2c, 3) Immediate
access to the current, complete AFMSS mission planning software
development environment including all the licenses, software tools and
hardware that would allow for the build, test and fielding of the
mission planning software for the EGBU-15 and the AGM-130 to meet the
user need date for weapon deployment of September 2000. In addition,
facilities and personnel must be able to handle and secure the
development environment in classified (secret) facilities, 4) Complete
comprehensive understanding of and ability to perform all the testing
required to formally qualify the EGBU-15 and AGM-130 mission planning
modules as individual entities as well as qualification with the F-15E
aircraft operational flight program (OFP) and mission planning module;
5) Immediate and complete knowledge of operational use of AGM-130 and
GBU-15 weapons, the manner in which mission planners utilize AFMSS to
develop mission plans, and the immediate ability to not only maintain
the delivered AFMSS code, but also quickly respond to issues/questions
raised by operational mission planners, and provide on-site follow-on
training to operational mission planners at their operational
locations; and 6) Contractors would be required to develop, test (FQT),
and deliver the updated mission-planning system not later than 4 months
after 31 May 00 contract award and provide maintenance support and
training to operators immediately upon contract award. Firms responding
to this notice should indicate whether they are small or small
disadvantaged business IAW DOD FAR 52.219-7000. Responders to this
synopsis will not be provided the results of the government evaluation
of their qualifying package. This is not a request for proposal and is
not to be construed to be a commitment by the government. Closing date
for submission of qualifications is 15 days after date of publication

appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
process. Matters of a routine or administrative nature concerning this
acquisition should not be addressed to the Ombudsman but rather to the
Contracting Officer, Contract Specialist, or the Program Manager
