Zolnowsky, Contracting Officer, 605/737-6739 E-MAIL: Click here to contact the contracting officer pat.zolnowsky@sd.ngb.army.mil, pat.zolnowsky@sd.ngb.army.mil. 74 -- MARKET RESEARCH/PRESOLICITATION NOTICE for analog and digital copiers on a Cost-Per-Copy (CPC) basis to support the South Dakota Army National Guard (SDARNG) activities statewide. Resultant contract shall be for a base period of 12 months, with 4 option periods of 12 months each. The copier equipment must be installed and ready for utilization by 1 Oct 2000. The CPC price shall remain the same for the initial contract period and for each option period exercised by the Government. The volume of copies is estimated to be a minimum of 4 million copies per each 12-month period. This requirement involves approximately 60 Contractor-owned, black toner, plain paper copiers complete with supplies, maintenance, and repair services. Prior to issuance of the solicitation document, the Government will determine actual number of copiers required. Contractor's personnel and equipment shall be utilized to delivery/install the contractor-owned copiers within SDARNG facilities throughout South Dakota. The Contractor-owned copiers are to be analog and digital copiers as set forth in the Statement of Work (SOW). Contractor is to provide all supplies for the copiers except paper, transparencies, and staples directly to the designated SDARNG Key Operators. Utilizing the volume bands listed within the solicitation/contract, the Gov't reserves the right to increase/decrease the number of contractor-owned copiers by 20% over the duration of the contract without an increase in cost to the Government. The +/- 20% in number of copiers is exclusive of any equipment changes requested by the contractor. Enhancement may be requested on the digital copiers for board replacements to interface additional copiers. This will be proposed at the time of integration. The Government COTR will complete analysis at the time of such a request to determine cost effectiveness. It will be the Contractor's responsibility to provide sufficient management, as well as qualified, trained and certified service and delivery personnel in sufficient number to service and support the requirements under the contract within the specified response times. No subcontractor shall be utilized for any of the items within this contract. All equipment repairs shall be completed by certified/authorized service technicians. Response calls for service shall be accomplished between 7:30 AM 4:00 PM Monday through Friday (excluding Federal Holidays), but shall not exceed eight (8) hours to analyze problems and complete necessary repairs. The Contractor shall provide one central location for contacts and will include an 800#, or accept collect telephone calls from SDARNG personnel, as a means to coordinate the placement, relocation, maintenance, repair, request for supplies, etc. for the copiers within the contract. Interested concerns should, as early as possible, but not later than 15 calendar days from publication of this notice, indicate interest in competing for this requirement. The interested concerns must provide written notification that includes references for similar work, to include points of contact and telephone numbers, and, if applicable, a positive statement of eligibility as a small socially and economically disadvantaged business concern. The contracting officer will use such information to determine if the solicitation will be set-aside or advertised unrestricted. The Standard Industrial Classification (SIC) code is 7334. For SIC 7334, the applicable small business size standard, including affiliates, is no more than $5M average annual revenue for three previous years. All responses to this market research must be provided in writing to the contracting officer and must indicate the firm's size status such as large business, small business, small disadvantaged business of SBA 8(a) firm in correlation with SIC 7334.
