Electrolyte Oxygen Separator -- SSS PKR 00-001. The Air Force Research
Laboratory, Human Effectiveness Directorate, Biodynamics and
Protection Division, intends to enter into a 12 month, Cost Plus Fee
type contract on a Sole Source basis with Air Products, Allentown PA,
for an estimated $2,200,000 -- SEE NUMBERED Note 22. SIC Code 8731 has
been assigned. A SECRET Security Clearance will not be required in
performance of this work. This contract will be for exploratory
research on an electrically driven solid electrolyte oxygen separator
using planar electrolytic ceramic membranes which use advanced
materials, such as a ceria-based electrolyte. The goal of the
contemplated contract is to advance oxygen generation technology for
military ground-based and airborne applications and make it easier to
deploy, more compact, and less expensive than traditional oxygen
generation technologies. This announcement is NOT a Request for
Proposal or announcement of solicitation. Any firm interested in
competing for this procurement must provide specific technical and
capability information. Firms must have achieved the following to be
considered: 1) successful production of greater than 99.9% oxygen from
air at a steady flow rate of at least 1.0 liter per minute using a
planar multi-cell stack with an electrolyte made of advanced ceramic
materials (zirconia-based electrolytes are not considered advanced
materials) and 2) at least 100 thermal and pressure (minimum pressure
of 15 pounds per square inch) cycles of leak-free operation with a
planar multi-cell stack using an electrolyte made of advanced ceramic

woman-owned business or considered a small business. The following
general definition will be used to determine whether your firm is

government personnel. When requested, the Ombudsman will maintain
