NASA/MSFC plans to issue a Draft Request for Proposal (RFP) for
engineering, science, and technical services. The required services
will supplement existing capability at MSFC and provide critical skills
across a wide range of technical disciplines. The services will support
the Center's Engineering, Flight Projects, Space Transportation, and
Science Directorates along with the Systems Management Office, Space
Shuttle Projects Office, and the Office of the Chief Financial Officer.
The provisions and clauses in the Draft RFP are those in effect through
FAC 97-15. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. This requirement will be procured as
an unrestricted procurement with significant subcontracting goals for
small business, small disadvantaged business, and small woman-owned
business concerns. The SIC Code and Size Standard are 8731 and 1,000
employees or less, respectively. The DPAS rating for this procurement
is DO-C9. The anticipated release date of the Draft RFP is on or about
February 8, 2000 with an anticipated due date for comments of February
25, 2000. An industry briefing will be held at the Marshall Space
Flight Center approximately 7 days after release of the Draft RFP. The
exact date and time for the industry briefing will be specified in the
Draft RFP. All qualified responsible sources may submit comments on the
Draft RFP which will be considered by the agency. An ombudsman has been
appointed. See Internet Note "B". The draft solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide
Web (WWW) server, which may be accessed using a WWW browser

Prospective offerors shall notify this office of their intent to
participate in this procurement. It is the offeror's responsibility to
