architect-engineering services under an indefinte delivery/indefinite
quantity contract for the Pennsylvania Air National Guard, 171st Air
Refueling Wing, Pittsburgh International Airport, Coraopolis,
Pennsylvania. Projects presently considered for design are Repair
Fabrication Shop, Repair Fire Station, Renovate Building to Install
Combat Arms Training System (CATS), Repair Base Supply, Repair Base
Pavements, Repair Base Supply Wall, Repair Headquarters Building HVAC,
and Add/Alter Squad Ops & Facilities. The resultant contract shall be
established for one (1) year with (4) four option years. A single
delivery order/project will not exceed $400,000. Total value of all
delivery orders under this contract will not exceed $2 Million per
year. The Architect and Engineering selection criteria will include in
descending order of importance: 1) Professional qualifications
necessary for satisfactory performance of required services in
architectural, civil, electrical, mechanical, structural, and
environmental engineering disciplines, 2) Specialized experience and
technical competence in designing a broad range of military facilities
under a Department of Defense (DOD) indefinte delivery/indefinite
quantity type contract, 3) Capacity to accomplish the work in the
rquired time, 4) Past Performance on contracts with Government agencies
and private industry in terms of cost control, quality of work, and
compliance with performance schedules, 5) Location in the general
geographic area of the project and knowledge of the locality of the
project, 6) Demonstrated success in prescribing the use of recovered
materials, achieving waste reduction and energy efficiency in facility
design. Locality of the projects will be primarily at the 171st Air
Refueling Wing, Pittsburgh International Airport, Coraopolis,
Pennsylvania. Additional projects not specifically detailed may develop
at other National Guard facilities or federal facilities throughout the
Commonwealth of Pennsylvania and adjacent States. Firms must submit
Standard Forms 254 and 255 to the USPFO for Pennsylvania, Department of
Military and Veterans Affairs, Purchasing and Contracting Office, Room
#242, Fort Indiantown Gap, Annville, Pennsylvania 17003-5003 by 29
