The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole source cost plus fixed fee (CPFF) contract to SAIC for Software and Systems Engineering/Integration Support for the Electronic Key Management System, Common Tier 1 System. The work involves providing for engineering services required to transition the Tier 1 system from its current development status/environment to a fielded, stable operational condition. The Joint/NSA EKMS initiative portends significant improvement in the generation, distribution, and management of COMSEC and Key material, replacing the existing manual, paper tape based system. The EKMS effort comprises three components, Tier 0 at NSA, Tier 1 at the service Central Office of Record Level, and Tier 2 at the user account level. The Navy's SPAWAR is the executive agent for the Tier 1 development. Although long delayed due to technical problems, it is hoped that Tier 1 will receive at least provisional Government acceptance on/around summer 00. At that time, theexisting contract with the incumbent/prime, SAIC expires. This sole source contract will provide for the necessary engineering support of the Tier 1 system toward a successful integration with the other Tiers and eventual operational fielding. Anticipated services include: systems integration, programming, training, data base conversion, on site technical support, and other engineering services associated with initial fielding. Additionally, the contractor is expected to provide for a smooth transition to the SSA, US ARMY CECOM at FOC. This request is considered to be a sole source to SAIC, therefore, no solicitation will be released as a result of this announcement.
