30 Space Wing, Vandenberg AFB, CA 93437-5226 is soliciting offers to
clean the ductwork in buildings 7525 and building 7015. This is a
combined synopsis/solicitation for commercial services prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Quotes are being requested and a
written solicitation will not be issued. There are two (2) solicitation
numbers associated with this requirement. The SIC is 8999. The Size
Std. is $5,000,000.00. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-14. This is a 100% set-aside for small business
participation only. Solicitation number F04684-00-T-0222 has two line
items. Line item 0001 is for cleaning approximately 7,000 linear ft of
ductwork throughout the facility with seven (7) air handlers. Line
item 0002 is for the NADCA vacuum test that may be required.
Solicitation number F04684-00-T0223 has two line numbers. Line item
0001 is for cleaning approximately 9,400 linear ft of ductwork
throughout the facility with eleven (11) air handlers. Line item 0002
is for the NADCA vacuum test that may be required. Services, Non --
Personal: The contractor shall clean, chemically treat, provide minor
maintenance, provide minor repair and provide supervision. All cleaning
will be accomplished IAW the methods listed in this PWS and NADCA
1992-01 "Mechanical Cleaning of Non-porous Air Conveyance System
Components." This includes evidence that the components cleaned are
capable of passing the National Air Duct Cleaners Association (NADCA)
Vacuum Test as described in NADCA 1992-01. Where the NADCA vacuum test
does not apply, the components will be considered clean only if they
are visibly clean and free of chemical residue. All work to be
completed NO LATER THAN 19 May, 2000. The provisions at FAR 52.212-2
"Evaluation-Commercial Items," applies to this acquisition. Insert in
Para (a), "The following factors will be used to evaluate offers, (1)
price and (2) past performance. Offerors must submit with their quotes
a completed copy of the provision at FAR 52.212-3, Offeror
Representations Certifications-Commercial Items." The clause at FAR
52.214-4, "Contract Terms and Conditions-Commercial Items," applies to
this acquisition along with the following addenda: FAR 52.219-8,
"Notice of Total Small Business Set-Aside." The clause at FAR 52.212-5,
"Contract Terms and Conditions required to implement Statutes or
Executive Orders-Commercial Items," applies to this acquisition along

Quote validation is for 60 days from the date of their quote. All
requirements must be completed no later than April 28, 2000. Sources
