combined synopsis/solicitation for commercial items prepared in
accordance with FAR Subpart 12.6, current through FAC 97-15, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The SIC code
for this acquisition is 3663. The contractor shall upgrade 23
Government-owned AN/ASQ-T-27 (P4B) Aircraft Instrumentation Subsystem
(AIS) pods by incorporating Global Positioning System (GPS) based
position tracking, a recording capability, provisions within the pod
for adding a data encryption module in the future. The requirement
includes any modifications to ground equipment necessary to add the GPS
and pod-recorder capabilities. The Government cost estimate cost for
this acquisition is approximately $2M. All deliveries are FOB
destination within two years. Schedule to be proposed by offeror. A
technical library that includes relevant background information for
this acquisition has been established at SEMCOR, Inc., 368 Adams Ave,
Valparaiso FL 32580. Certification for access to DOD Scientific and

850-678-7887 for further information. Contract Line Item Number (CLIN)
0001: Modified P4G Pods -- Modify 23-each Government-furnished
AN/ASQ-T27 (P4B) Aircraft Instrumentation Subsystem (AIS) pods to
improve GPS-based time space position instrumentation (TSPI) accuracy
and provide a pod-based mission data recording/replay capability, with
provisions for future encryption capability. Tracking accuracy shall
be at least 10 ft in the x and y reference and 15 ft in z reference. It
shall be possible to conduct postmission debriefings of training
conducted beyond the range of tracking system interrogators. FOB:
destination, Goldwater Range Measurement and Debriefing System (GRMDS),
Luke AFB, AZ. Delivery schedule: to be proposed in terms of days after
receipt/availability of GFP. General pod modification characteristics:
Modification of the P4B pod shall include: (1) addition of a GPS
receiver with a close-coupled Inertial Navigation System (INS); (2)
addition of a mission data recording device (DRD) that stores at least
180 minutes of mission data; and (3) upgrade of the P4B hardware
configuration to make it possible to subsequently implement encryption
of the GRMDS datalink with no changes to pod hardware except pod-shop
installation of a KGV-23 Advanced Message-Oriented Data Security
Module (AMODSM) (note that the subsequent effort to encrypt the
datalink will include the required software changes). The upgraded P4B
pod, termed P4GR, shall include an AMODSM-bypass (Null-AMODSM) that
replicates AMODSM mass properties. For each P4GR, the DRD shall include
one removable PCMCIA flash card and two extras. (4) The P4GR shall
interface to the Goldwater (Luke AFB) range utilizing uplink and
downlink format 10 for GPS tracking. (5) The contractor shall support
certification of the P4GR AIS for carriage on combat aircraft IAW Air
Force Instruction 63-104 (SEEK EAGLE). (6) The P4GR shall retain all of
the capabilities of the P4B AIS (System Specification 8901A004) with
the exception of SHRIKE mission data and 20-ms frame datalink
operation. CLIN 0002: Modification of Ground Equipment -- Ground
station display and debriefing instrumentation shall be modified to
accommodate display of recorded mission data. Changes to the Goldwater
ground system baseline shall be minimized and limited to processing
unique P4GR hardware status and navigation filter information,
transmitted in the downlink that would be necessary for proper
operation. The GPMP shall include a Data Merging Device (DMD) that
shall: (1) have the capability to merge within 30 minutes, for post
mission display and debriefing, mission data stored on up to 36 flash
cards recorded on P4GR pods, without any modification to flash cards or
the GRMDS DMD; (2) selectively interface to any Advanced Display and
Debriefing Subsystem (ADDS) at Luke AFB to facilitate receiving the
live recorded mission data file and providing a final merged mission
file with weapons simulation fly-outs and results for display; (3) have
the capability to provide a final merged mission file that consists of
mission data from a local ADDS recorded live file and data from P4GR
DRD memory cards; and (4) operate separately and independent of GRMDS
Control and Computation Subsystem (CCS) operations. CLIN 0003 Spares:.
Offerors shall provide a priced list of the spare and repair parts and
consumables recommended to support the upgrades to the P4GR pods and
the ground system instrumentation for a 2-year period. The Government
will select items to be provided. CLIN 0004 Test Set Upgrade: The
contractor shall upgrade two (2) AN/ASM-694 AIS/AISI Test Sets at Luke
AFB and three (3) test sets at the Hill AFB depot to add the
capability to support the upgraded P4GR pods. Both hardware and
software upgrades may be required. CLIN 0005 Data: The contractor
shall: (1) Provide all commercial manuals, drawings, schematics, parts
lists, etc. for the equipment furnished and shall update existing
system documentation to reflect the changed configuration. (1) Update
all documentation for the P4B pod, the AN/ASM-694 test set, and the
GRMDS to reflect the delivered configuration of the GPMP system. (2)
Provide the documentation needed to obtain nomenclature, (3) Provide
required documentation in support of SEEK EAGLE activities and (4)
Propose a contract data requirements list (CDRL). GPMP documentation
shall fully support the operation and life cycle maintenance of the
upgraded GRMDS using the existing GRMDS maintenance concept (reference
P4B and P4G pod documentation and GRMDS documentation in the technical
library). Government-Furnished Property (GFP): The Government will
provide: 23-each AN/ASQ-T27 (P4B) AIS pods to be modified, pod shipping
containers if required, access to the Goldwater range, and access to
test sets. The offeror shall identify in the proposal the need date for
the pods, range, and any additional GFP required to support the
proposed upgrade effort. Testing: The contractor shall plan and conduct
sufficient tests to verify that the delivered GRMDS upgrades meet
contract requirements. Previously tested equipment need not be retested
if sufficient test documentation exists. FAR Clauses: The following FAR
clauses apply to this solicitation: 52.212-12-1, Instructions to
Offerors _ Commercial Items; 52.212-2, Evaluation _ Commercial Items
[Evaluation will be based on Past Performance, Price, Mission
Capability, and Small Disadvantaged Business (SDB) Participation];
52.212-3, Offeror Representations and Certifications -- Commercial
Items (Offerors shall submit a completed copy of the Representations
and Certifications with their offer); 52.212-4, Contract Terms and
Conditions _ Commercial Items. The following FAR clauses are
incorporated by reference: 52.219-9; 52.222-21; 52.222-26; 52.222-35;
52.222-36; 52.215-20; 52.245-2; and 52.249-1. Proposals: The offeror_s
technical proposal shall not exceed 50 pages andshall include proposed
system specifications, which are not subject to the 50-page limitation.
The offeror_s proposal shall also include a separate volume, not
exceeding 10 pages in length, which details the offeror_s past and
present performance on other recent efforts relevant to the work to be
accomplished under this acquisition. The Government may incorporate
all or selected portions of the offeror_s proposal into the contract.
Evaluation: The following factors shall be used to evaluate offers: (i)
Past Performance; (ii) Price; and (iii) Mission Capability. Past
performance, price, and mission capability are equal in importance. All
evaluation factors other than price, when combined, are significantly
more important than price. Mission capability will be evaluated by
considering the extent to which the offeror_s proposed approach
satisfies the following subfactors: (a) minimization of the effort
needed to implement and demonstrate the required modifications and
obtain SEEK EAGLE stores certification, (b)utilization of commercially
available components/commonality with other RISPO systems; and (c)
delivery/government access to documentation and other resources needed
for cost-effective logistics support; (d) participation of Small
Businesses, Small Disadvantaged Businesses, and/or Historically Black
Colleges and Universities or Minority Institutions. Subfactors (a)
through (c) are of equal importance and are each more significantly
important than subfactor (d). Ombudsman: Dr. Mario J. Caluda, AAC/CD,
telephone (850) 882-5558, has been appointed the AAC ombudsman for
acquisitions to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals or in the source selection
process and should not be contacted regarding routine matters. Written
