The Bureau of the Public Debt will issue a solicitation on behalf of the Financial Crimes Enforcement Network (FinCEN) to conduct a nationwide, public education campaign which may require the development of a vast range of communication tools (including, but not limited to, print, radio, television, and internet), public relations, and market research services. The public education campaign is intended to promote the registration of the Money Services Businesses (MSBs) with the FinCEN. The Government anticipates award of an IDIQ contract that provides for fixed-price and time-and-material task orders and has a base period with four one-year option periods.
