FOR Small Business Indefinite Delivery Indefinite Quantity (IDIQ)
Multiple Award Construction Contracts (MACC) for Construction and
Design-Build for Exterior Utilities Construction and Repairs and
Associated Work in San Diego County, California: THIS PROCUREMENT IS A
TOTAL SMALL BUSINESS SET-ASIDE. This competitive procurement which
consists of one solicitation with the intent to award three or more
Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts
using the Two-Phase Design-Build approach, in accordance with FAR 36.3,
to the responsible proposers whose proposals, conforming to the Request
for Proposal (RFP), will be most advantageous to the Government
resulting in the Best Value, cost or price and other factors
considered. The contracts will be for a base period of one year with
four one-year option periods. The Government reserves the right to
award fewer than or more than three contracts under this solicitation
or to award only one contract covering the seed project identified in
the RFP if funds are not available for the minimum guarantee for the
additional awards. AWARD MAY BE MADE TO A FIRM OTHER THAN THE ONE
SUBMITTING THE LOWER PRICE. OFFERORS ARE ADVISED AWARD MAY BE MADE
WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED.
THEREFORE, OFFERORS INITIAL PROPOSALS SHOULD CONTAIN THE OFFERORS BEST
TERMS FOR BOTH PHASE ONE AND TWO. The total maximum value for the base
term and all options for the aggregate of all IDIQ contracts awarded,
as a result of this RFP shall not exceed $50,000,000. The IDIQ work
will consist of Design-Build and/or exterior utility construction and
repairs, and associated work. The utilities include electrical
distribution systems including primary and secondary service,
transformers, and associated appurtenances; water distribution systems
including mains, laterals, and associated appurtenances; waste water
collection systems including laterals, mains, lift stations, and
associated appurtenances; storm water collection systems and associated
appurtenances; steam distribution and associated appurtenances; and
compressed air systems and associated appurtenances. Associated site
work includes, but is not limited to, earthwork paving, curbs and
gutters, and landscaping. Projects may require minor design effort
including, but is not limited to, demolition plans, utility site plans,
plot plans, grading plans, paving plans, utility profiles, soil boring
logs, and striping plans at various locations within San Diego County
in California. Design/Build in sewer lift station, steam lines, boiler
and compressed air installation, telephone and communication, Utility
Control System (UCS) and metering, medium voltage (480V to 69KV),
natural gas, and high temperature water system. Types of facilities may
include, but are not limited to: unit substations, underground (steam,
water, sewer, natural gas, communication, telephone), manholes, sewer
lift stations, switching stations and other similar facilities. In
support of the design-build strategies, the contractor shall employ the
services of an architect/engineering professional experienced in the
coordination of multi-discipline architectural/engineering design
efforts and conducting business from an established professional
business office. All discipline coordination shall be accomplished by
the Contractor's architect/engineering team. The government will not
coordinate the work for the contractor. After award of the initial
contracts, each awardee shall be provided a fair opportunity to be
considered for each task order, except under those circumstances.
Described in FAR 16.505(b)(2). Award factors will vary depending on the
unique requirements for each Task Order and may be competed on the
basis of price, best value or technically acceptable, low-price
selection procedures. The subsequent task orders may be performance
oriented tasks requiring minimal design, may occasionally be complex
construction requiring design development for design-build
construction, or a combination thereof. A solicitation will be issued
on or about February 7, 2000 (date is tentative), and will include
evaluation factors for Phase One and Two. Phase One proposals are due
March 8, 2000 (date is tentative). The evaluation factors for Phase One
are as follows: FACTOR 1: PAST PERFORMANCE: Contractor past performance
within the past 3 Years (Prime, A/E, and Major Subcontractors; FACTOR
2: TECHNICAL/MANAGEMENT Subfactor 2.1: Experience/Qualifications;
Subfactor 2.1.2: Experience & Qualifications of Key Personnel;
Subfactor 2.2: Capacity to Accomplish the Work; Subfactor 2.2.1
Bonding/Financial Questionnaire; Subfactor 2.2.2 Organizational Chart
& brief description of approach; FACTOR 3: TECHNICAL APPROACH;
Subfactor 3.1 Project Work Plan/Schedule; Subfactor 3.2 Experience with
Implementing Recycle, Reuse, and Waste Reduction Method for prime, A/E
Design Team, and major subcontractors. The number of offerors
proceeding to Phase Two will be limited to a maximum of eight firms,
therefore, only the most highly qualifiedfirms determined by the
government will advance to Phase Two. No pricing information will be
accepted for Phase One. Offerors advancing to Phase Two will have
approximately 21 days to prepare their technical and price proposals
once notified in writing by the government. All criteria and evaluation
factors in Phase One will flow down to Phase Two. Source Selection
procedures will be used and award may be made to the offeror whose
proposal is the most advantageous and offers the best value to the
government, price and other factors considered. The evaluation factors
for Phase Two are as follows: Factor 4: Project/Technical Management
Approach; 4.1: Project Work Plan/Schedule; 4.2: Basis of Design for
Facility Program Requirements; 4.3: Submittals; 4.4: System
Requirements; 4.5 Waste Management Plan for Seed Project; and FACTOR 5:
Price for N68711-00-R-0206, seed project, which will be the first task
order of the contract. The seed project provides for REPAIR/REPLACE
UNIT SUBSTATION AT BUILDING 497 at the NAVAL AIR STATION, NORTH ISLAND,
CORONADO, CALIFORNIA. The cost limitation for the seed project is
$306,980.00. Proposals in excess of this amount may not be considered.
Successful offerors will receive the following contract awards; Best
Value receives the seed project with award 2nd, 3rd, and any additional
selected contractor will each receive award with a minimum guarantee of
$50,000. Only the selected contractors will be permitted to propose on
the task orders. Proposals from other contractors will not be
accepted. In accordance with FAR 5.102(a)(7), availability of the
solicitation will be available for download free of charge via the
Internet World Wide Web at http://www.esol.navfac.navy.mil. -- Hard
copies (paper sets) or CD-ROM of solicitation will not be provided by
the Government. The official plan holders list will be maintained on
and can be printed from the website. -- Plan holders lists will not be
faxed and will only be available from the website. Registering
offerors and plan rooms must provide a complete name, complete mailing
address and area code and phone number, offeror type (prime
contractor, subcontractor, supplier or plan room), e-mail address and
size (large business, small business, small disadvantaged business,
women owned small business or other). -- Notification of any changes
(amendments) to the solicitation will be made only on the Internet. --
It will be the contractor's responsibility to check the website for
any posted changes. -- Electronic bid set (ES) will be available on or
