Management Office for Explosive Ordnance Disposal (PMS-EOD) is
contemplating the acquisition of efforts in the areas listed below
during the 2000/2001 fiscal years. This announcement is NOT a formal
solicitation and is NOT a request for proposals. Availability of any
formal solicitation will be announced separately. This synopsis is for
information and planning purposes ONLY, and is not to be construed as
a commitment by the Government. Interested entities may submit written
responses to: Naval Explosive Ordnance Disposal Technology Division,
2008 Stump Neck Road, Code 052, Indian Head, MD 20640. Attn: Karen
Carnes. Responses will be used to develop a source of potential
proposers for future solicitations. Information submitted should be
pertinent and specific in the technical area under consideration, on
each of the following qualifications. The mask must be full face
design; lightweight, and modular. Mission profile requires dives to 300
feet to locate, identify andneutralize underwater ordnance. The mask
must be compatible with the following: MK 16 MOD 0 Underwater Breathing
Apparatus (UBA), including the ability to fit the existing T-bit with
little or no modification; current in-service Emergency Breathing
Apparatus (EBS) MK 2 MOD 0 EBS-I and MK 1 MOD 0 EBS-II; and the current
in-water diver communications systems which are part of the MK 1 MOD 0
EBS-II. The mask must also be interoperable with the Current MK 16 UBA
primary display unit, and meet the low-magnetic signature requirements
for non-contact items as specified in MIL-M-19595C, Amendment 1.
Initial procurement will be limited to less than twenty (20) units
which will undergo U.S. Navy acceptability and suitability testing,
including but not limited to: interoperability, compatibility, and
magnetic signature characteristics. Potential follow-on procurements of
400-500 units are anticipated. There is no specific format or outline
that your response must follow. Include other descriptive literature
and any other specific and pertinent information that would enhance our
consideration and evaluation of the information submitted. Firms
responding should indicate whether they are a small business (s), Small
Disadvantaged Business (SDB), 8(a), or large business (L). Please
include two (2) copies of each response. Each response must reference
the sources sought title and must be limited in length to ten (10)
typed pages. Telephone responses will not be honored. Announcement of
the solicitation package is anticipated 30-60 days after the sources
sought date, depending on industry response, with contract award to be
60 days following release of the solicitation package. So that your
response can be included in our source lists for all appropriate Fiscal
year (FY) 2000 or FY 2001 competitions, your response must be received
no later than close of business 30 days from release of the
solicitation package. Responses will be accepted after that date, but
cannot be assured of inclusion in all appropriate FY 2000 source lists.
