Contracting Officer, Sylvia Proffit, D211, (619) 553-3292 Description: This is a combined synopsis/solicitation prepared in accordance with the format in the Federal Acquisition Regulation, supplemented with information included in this notice. This solicitation incorporates provisions and clauses at FAR 52.213-4 Terms and Conditions -- Simplified Acquisitions (Other Than Commercial Items) (FEB 1998), and any others that are applicable and in effect through the current Federal Acquisition Circular (FAC) and the Defense Acquisition Circular. It is the contractors responsibility to be familiar with all applicable clauses and provisions. No RFQ will be prepared or made available for distribution. While price will be a significant factor in the evaluation of offers, award will be based on responsive, responsible, technically acceptable offers received in response to this CBD advertisement.. Competitive awards may be based on the evaluation criteria stipulated in the Red, Yellow, Green (RYG) Contractor Evaluation System. The evaluation criteria is available upon request. Specifications are as follows: 1. For use in a better than 100 class cleanroom environment used for Silicon CMOS LSI IC fabrication; 2. System must consist of 13 remote sensors that must connect electronically to a main signal processing unit. This cannot be a single sensing unit drawing samples through tubing from remote locations; 3. System must work with available house vacuum of 20 inches of Hg max; 4. Sensors must detect particles of 0.3 microns to 0.5 microns in size and work at a rate of 1.0 CFM; 5. Remote sensors must have displays indicating proper/improper functional state; 6. System must work on standard AC. Remote sensors must be powered through connection to signal processing unit; 7. Remote sensor enclosure must be no bigger than a maximum volume of 5 in by 5 in by 3 in and be composed of cleanroom compatible material; 8. Four remote relative humidity and temperature combination sensors must be included in system. 8.1 Must measure 0-100% humididy and -20 to 80 C, 8.2 Each sensor unit be smaller than 4 in x 4 in x 4 in dimension and cleanroom compatible, 8.3 Power supplied by signal processing unit; 9. Signal processing unit must receive analog inputs from four relative humidity and temperature sensors as well as the input from remote sensors; 10. Main processor units must have an RS-232 interface for connection to a computer which runs the system management software; 11. System must include a system management software package which runs on a Microsoft Windows 95/98/ or NT operating system and which performs a minimum set of tasks which include: 11.1 Real time display of the operational status of all individual sensors and signal processing units including alarms, flows, and particle size distinction, 11.2 Storage of data acquired from sensors in a transportable format for import minimally into Microsoft Access or Microsoft Excel, 11.3 Configurability of system parameters for data acquisition and monitoring such as cycle times; 12. Remote sensors and analog inputs must function at distances greater than 100 feet away from signal processing unit; 13. 1500 feet of cabling to connect remote sensors and analog inputs to main signal processing unit included; 14. Sensor sampling input must work with 18 inch sensor tubing or similar for possible through-the-wall operation; 15. Price must include full service or warranty extension of at least three years including on site calibration, parts and labor; 16.
